Question of cost ? Get the owners of the ships to pay lor. For example, say, 5 ships at a time. Co-ordinate with the Captains to sail through all at the same time.  There will be 2 or 3 Apache helicopters patrolling the skies to escort the ships out. If can escort 10 ships at a time then lagi better. The owners of these ships then contribute to pay for the cost of providing the escort service. The blockade is to stop ships heading to or from Iranian ports.
I dont think the other ships heading to or from non-Iranian ports have an issue with the US Navy.
But if they try to sail in or out, they have to contend with possible Iranian attacks.

And most Asian and European countries suffer as well as most of them import oil from the Middle Eastern countries.
