with 3rd right issue, SCM price can go back to 10 cents.

Yes the key is still cost control, costing cutting and efficiency. If project execution is good milestone payment is enough to fund the cost and provide profit at the same time.

Agreed and debt markets will offer a lower cost of fund relative to cost of equity / also for those familiar with these projects, cash flow requirements are in milestones and given that they' ve turned positive cash flow last year, don' t see why SMM cant continue that so not quite sure why there is a need for third rights issue when they havent even utilized the $600M raised previously
