Whether it's a merger between M1 and Starhub or Keppel buying Starhub or any other forms of consolidation, we know something will take place. Since in May this year, there's a leak by TMT Finance that Starhub is working with a few banks on a likely merger, then I tend to lean more to that happening. But again when will this happen, it could be soon but it could also drag for a year or 2, who knows. If one has fear of missing out, then buy at current price (which is still attractive) to keep and wait.
Starhub have been consolidating for 4 months. 
It should be trading $1.3 - $1.4 soon with dividend yield at 5%

I think that (A) Keppel buyout starhub has the highest probability too. 
However if  Starhub can be broken up into parts for sale,   
Mobile & Broadband to Keppel
Cable TV  to Singtel
Keep enterprise business
This might easily value Starhub from $1.50-2.0.

The regulator has to approve any takeover, so if they wanted to block foreigners from doing so they could. But I am not aware of any explicit ban on foreigners.

On reflection I' ve changed my mind. The key is to ask what Temasek wants. In particular, does it a) see telecoms as a key business for Keppel, and b) want to be a controlling shareholder in a competitor to Singtel? I think the answer to a) is yes and the answer to b) is no.
Therefore I now think Keppel buying Starhub is the most likely outcome, followed by Starhub merging with M1. Singtel buying Singtel remains a remote possibility.

Don't think they need another restructuring after going through 3 years of Dare+ transformation. Their enterprise business are interconnected, difficult to break up. Only left with telco consolidation to look forward to.
