Aussie mining dispute could create headaches for Tesla

A Western Australian mining lithium project that has an agreement to supply Elon Musk's Tesla faces a legal hurdle that may delay plans to start production, potentially spurring shortages of the mineral used in batteries for electric cars.
A court in Perth recommended WA's mining ministry shouldn't approve an exemption from past minimum exploration-expenditure obligations at the Mt. Holland hard-rock project, lithium giant SQM said in a statement on Wednesday. Development of Mt. Holland, owned by SQM and Kidman Resources, could be slowed if the ministry doesn't award the exemption, SQM said.
Analysts expect a small lithium surplus the next few years, and any snags at major suppliers risk throwing the market into deficit, according to Bloomberg NEF. In May, Tesla signed a three-year supply contract with Kidman. The deal with a junior miner that isn't expected to start producing until 2021 shows how electric-car and battery makers are rushing to get supply of the mineral.

"This is going to be a concern to Tesla -- they had hopes to lock in supply by signing this off-take with Kidman," said James Frith, a BNEF analyst in London.
While the 2021 start date gives Tesla time to line up additional sources, costs could rise for the automaker, according to analysts including Frank Schwope at Nord/LB. A spokesman at Tesla contacted by email and phone didn't provide a comment on the possible mining delay.
Following years of under-supply, the market will be in a small surplus until 2020 as SQM increases production capacity in Chile and two new mines are built in Australia, according to a BNEF report. Still, any delays could tip the balance -- and new lithium projects tend to encounter administrative hurdles or suffer longer-than-expected ramp ups, according to the report.

This could be the case with Mt. Holland if WA decides not to approve the exemption on properties necessary to develop the project, according to the statement from SQM, formally known as Sociedad Quimica y Minera de Chile.
Under WA's regulation, mining prospectors have minimum expenditure obligations and reporting requirements. Kidman Resources shares were halted on Wednesday until September 17 awaiting the recommendation from the Mining Warden for Perth.
"The recommendation from the Warden's court is not a final decision in regards to the requested exemption," SQM said in the statement. "If it is followed, it could generate uncertainty or delays in the project's development."
Lithium hunt

Mt. Holland is targeting an annual capacity of 44,000 metric tons of lithium hydroxide. Less than a quarter of the mine's production will go to Tesla, Kidman Resources said in May. The company will be providing Tesla with an amount of lithium close to what the car-maker needs to feed its battery gigafactory every year.
While no other lithium supply agreements with Tesla have been made public, the company could have locked in supply through partners such as Panasonic, according to BNEF's Frith.
The 2021 start date gives Tesla enough time to deal with this possible bottleneck, said David Whiston, equity strategy at Morningstar. It is unclear how much other supply they have either from their own or from Panasonic's suppliers, he said.
"Supply disruptions just delay rather than cancel the realisation of future vehicles," he said.

Over the next six months Galaxy Resources ((GXY)) promises news which will definitively shape the outlook for the lithium producer. A financing solution at Sal De Vida (Argentina) will have implications for the timing of the James Bay (Canada) development and the enhancement project for Mount Cattlin (Western Australia) recoveries is also due shortly.

The latest news is the sale of tenements to POSCO for US$280m, which supports the Sal de Vida valuation, allowing any debt funding for the project to now be pushed out. Credit Suisse suggests the company's funding hurdle is considerably less difficult now this sale agreement has been executed.

Sale proceeds equate to 59% of the US$474m development cost. The agreement covers a package of 34 tenements in the northern basin of the Salar del Hombre Muerto. Galaxy retains the tenements that host the 1.14mt lithium carbonate reserves on which its 40-year Sal de Vida brine project is based.

There are no synergies likely to be achieved through the sale of these northern tenements to POSCO, Morgan Stanley observes, largely because of the timing of the development will be later than for Sal de Vida.

Canaccord Genuity considers the agreement with POSCO and resultant cash injection a major de-risking event for the Sal de Vida project. Along with proceeds from Mount Cattlin  this should mean the company can fund the project without the need for dilutive equity financing or debt.

The broker also expects further cash injections from potential strategic partnerships, assuming this involves an equity sell-down of the asset. Market capitalisation could potentially be more than 50% backed by cash by the end of 2018, the broker suggests. Canaccord Genuity, not one of the eight stockbrokers monitored daily on the FNArena database, reiterates a Buy rating and $5.00 target.

A sell-down to a strategic partner appears the most likely outcome at Sal de Vida and management has indicated there is strong interest in the transaction. The company is seeking continued capacity to develop James Bay and an investment decision is expected this year.

The company has shortlisted 12 parties for the sell-down of a stake of up to 40% of the southern Sal de Vida project, unaffected by the tenements sold to POSCO. Citi values the project at US$600m or $2 a share based on 25,000 tpa and long-term industrial grade lithium carbonate prices of around US$7500/t.

Citi envisages potential for a return of excess cash in 2019, once any sell down of Sal de Vida is confirmed and capital expenditure requirements for projects in 2019 and beyond are better understood.

UBS believes as Mount Cattlin should maintain margins at over US$500/t over the medium term, and even with the expenditure forecasts for Sal de Vida, Galaxy may still be close to its first ever return to shareholders

Several automakers interested in electric vehicles are turning to solid-state batteries for next-gen electric cars in the ?post Li-ion era.?

Now a startup developing all solid-state batteries (ASSB) secured backing from several high-profile investors, including several automakers, as it claims a breakthrough for the technology that will enable better electric cars.

Solid Power is a Colorado-based startup that spun out of a battery research program at the University of Colorado Boulder.

The company claims to have achieved a breakthrough by incorporating a high-capacity lithium metal anode in lithium batteries ? creating a solid-state cell with an energy capacity ?2-3X higher? than conventional lithium-ion.

They have already attracted investments from important companies, like A123 Systems and more recently BMW, which planned to validate their battery technology for the automotive market.

Now they are announcing this week the addition Hyundai, Samsung and several others to the list as they close a $20 million series A round of financing.

They are now working with two automakers and two battery cell suppliers for the auto industry.

Co-founder and CEO Doug Campbell commented on the announcement:

?We are at the center of the ?electrification of everything? with ASSB technology emerging as the clear leader in ?post lithium-ion? technologies. Solid-state batteries are a game changer for EV, electronics, defense, and medical device markets, and Solid Power?s technology is poised to revolutionize the industry with a competitive product paying special attention to safety, performance, and cost.?

In a press release, the company listed a bunch of advantages that they claim their technology has over current batteries:

2 ? 3X higher energy vs. current lithium-ion
Substantially improved safety due to the elimination of the volatile, flammable, and corrosive liquid electrolyte as used in lithium-ion

Low-cost battery-pack designs through:
Minimization of safety features
Elimination of pack cooling
Greatly simplified cell, module, and pack designs through the elimination of the need for liquid containment
High manufacturability due to compatibility with automated, industry-standard, roll-to-roll production

Solid Power said that it plans to use the funds from its Series A investment to ?scale-up production via a multi-MWh roll-to-roll facility, which will be fully constructed and installed by the end of 2018 and fully operational in 2019.?

The battery cells produced at this new facility ?will be utilized for preliminary qualification of the company?s solid-state cells for multiple markets including automotive, aerospace and defense.?

They have the ambitious goal to ?displace lithium-ion as the battery of choice for high performance, mobile power applications.?
