yes that is true if you had a day or a week to trade this away. But for investors, one never really be sure what a stock would do a day or two after u buy. Allow me to put it this way and I am not just referring to Riverstone but any stocks.
Scenerio 1) Let say one bought a stock at $1.00, and it goes down to 90 cents and one buy again and 
then it goes down to 80 cents you average down again.
Senerio 2) Let say one bought a stock at $1.00, and it goes up to 1.10 and you buy again, and
it goes up again to 1.20 and you average up again.
In scenerio 1, you are buying a 2nd time when you first purchase was wrong thats y it went down, so what 
makes you think your 2nd purchase will be correct when you didnt get the first buy right, and then the
3rd purchase after 2 wrong purchased, again what makes you think the 3rd will be right when you didnt 
get the first two purchased right. This is averaging a losing position or repeating your wrong habit.
In scenerio 2, you make another purchased after knowing that your first purchased was right, and then you
make a 3rd purchased knowing the first 2 purchased was correct, so you are repeating your correct habit by adding
to your winning positions, of course i am not asking you to keep average up as one day it will be too expensive.
In scenerio 1, wrong already you still do it a 2nd time or 3rd, in scenerio 2, once correct then you do it again, you can see which is better.,

Wait until it goes higher than your earlier purchase then buy again, people are willing to pay higher liao le thats y go up right.
Otherwise every time goes lower people not willing to pay right then you go and pay for what?

Main requirement is Chinese companies must give US regulators access to their books. House has passed this Bill now waiting
for Trump to sign it. 
No wonder Futures not spooked. Nothing lah. These Chinese companies will simply comply lor. Or go private and re-list in another
