Yes, the one party that is accumulating is likely a Wall street shark like Goldman Sach, JP Morgan or the likes. Most buy transactions were done at 8.5/ 8.6 cents over the past 2 weeks.
However, my opinion is that the accumulation is to slowly cover their 1-2 billion shares Short position that was built up when they suppress SCM' s share price from 16 to 8 cents immediately post rights issue.

Why they won' t go to 8.2 and 8.3
I think this is because there is long queue (queue to the max) at the price 8.2 to 8.3. It does not make sense for them to sell a big chunk( that is about their two days worht of accumulation) to drive down price since their purpose is to accumulate.   
If there is long queue at 8.4, they will have to set the range higher.
Yup. Yes. That one party is having a monopoly of the SCM share range(8.3 to 8.5)

I too is making concentrated bets on SCM. 
I think it is ok if you have the earning power to cover. 
If don' t bet now, bet when ? when SCM is 4 cents ?

I am using DBS Vickers. If the seller is using another broker, they would show the name of the other broker as the counter party.
If the seller is also using DBS Vickers, then an internal client code would appear as the counter party....in this case client " 751" of DBS Vickers.
