Possibilities
1) Worker not fully recover and undetected.
2) Place not fully sanitise etc.
Hence, when vacinne is found, they need to store all this product in a safe environment.The importance of clean room is definitely a key.
The action is of course to take the time to do now.
This is deduce from my opinion. But logically and rationally, something need to be done first, and it takes time.
So i rather park this at a low price, then when its peak up, i dont have to chase.
