PCR testing is specific and sensitive hence it is considered the " Gold" standard for COVID-19 testing. But PCR is a lab process and there are limitations when population is large and spread wide apart as well as the financial resources to do PCR testing as you need specialised equipment and chemcials and reagents...

Guys, vaccine development takes years and hundred of millions of dollars (because a lot of research and testing is need)...the best minds are racing to find it...google the topic and you will see.
Interestingly, the big blue chip pharma no doing such vaccine development because the outbreak may be over before the vaccine is being developed and considered safe for use.

Below are base on my understanding base on available information online.
PCR testing test for active cases and that is why they are used for confirming a patient has recovered or not or has recontracted, its sensitivity is also good for asymptomatic cases.
Rapid testing test for antibodies. some cases do not develop antibodies until a few days/weeks after infection, and antibodies remain in body for months/years, result may conclude if cases been or have not been exposed to, but not active cases.
Please correct me if i' m wrong.
