GOLDMAN Sachs Group became the latest bank to cut their forecasts for China&rsquo s economy, citing limited options to boost stimulus.
Analysts at Goldman lowered their estimates for China&rsquo s gross domestic product growth this year to 5.4 per cent from 6 per cent previously, according to a report dated Sunday (Jun 18). Any upcoming policy easing is unlikely to exceed those implemented in previous downturns including 2020, economists including Hui Shan said in the report.
Property and infrastructure stimulus will probably be &ldquo targeted and moderate&rdquo given the shrinking population, elevated debt levels and President Xi Jinping&rsquo s call for curbing property speculation, they wrote. &ldquo Going down the same old route of using property and infrastructure to engineer a strong economic rebound would be inconsistent with the type of &lsquo high-quality growth&rsquo that the leadership has been emphasising repeatedly,&rdquo the report said.
Expectations for more policy support including government spending to pay for infrastructure and also property easing measures were rising last week, with some analysts floating the possibility that central government may issue special-purpose bonds to fund projects. May data released last week showed the recovery was weakening and the central bank cut key policy interest rates to lower borrowing costs and boost sentiment.
The State Council, which is China&rsquo s Cabinet and co-ordinates policy among central government ministries and the central bank, called for &ldquo more forceful&rdquo policies to support the economy on Friday, saying new measures are being studied and will be adopted in a &ldquo timely manner&rdquo , although it didn&rsquo t release a timeline or details.
&ldquo We judge that growth headwinds are likely persistent while policymakers are constrained by economic and political considerations in delivering meaningful stimulus,&rdquo said the Goldman economists. They don&rsquo t expect the central government to issue special sovereign bonds, as these have only been sold three times in the past during particularly difficult periods including the pandemic in 2020 and during the Asian Financial Crisis in 1998.

The mutual fund has also asked staff to refrain from posting pictures of expensive meals, clothes or bags on social media, said an employee, to avoid attracting regulatory glare or public criticism.
The mid-sized bank&rsquo s employees have been asked to not wear luxury brands or carry luxury bags at workplace, said a person at the lender, adding staff have also been told they can&rsquo t stay at five-star hotels when travelling for work.
Senior executives at a state-owned insurance company have also been told to not wear expensive clothes to work, said another person with knowledge of the matter, also declining to be named as those instructions are confidential.
Industrial and Commercial Bank of China (ICBC) and China Construction Bank Corp (CCB) plan to cut some allowances of employees at the banks&rsquo headquarters from this year, two sources familiar with the matter said.
Allowances to be impacted include one-time summer allowances of about 1,500 yuan (S$281) to 2,000 yuan a month, which will be abolished from this month, said the sources, who also declined to be named.
ICBC and CCB did not respond to Reuters request for comment.

Salary, bonus cuts

CITIC Securities is cutting pay across its investment banking division, lowering base salaries by up to 15 per cent, Reuters reported earlier this month, in a rare move as Beijing pushes to bridge income disparity.
Domestic rival China International Capital Corp (CICC) last month cut this year&rsquo s bonuses for investment bankers by 30-50 per cent from a year earlier, Reuters has reported, citing sources with knowledge of the matter.
Besides anti-corruption crackdown and &ldquo common prosperity&rdquo drive, financial firms are also reining in the flashy lifestyle of their staff to make sure they are not violating the Communist Party&rsquo s ideology, said industry officials.
To strengthen the ideological and political role of the party in China&rsquo s overall financial system, Beijing is setting up a new financial watchdog as part of a broad reorganisation of government bodies in Xi&rsquo s third term as president.
China&rsquo s securities regulator and the central bank cut the budget allocation for employee salaries in 2023, following reforms ordered as part of a broader drive to reduce income disparity, Reuters reported last month.
Analysts have said staff at the central bank and securities regulator had faced possible pay cuts as a result of the reforms to financial regulatory bodies announced in March that called for their staff&rsquo s pay to be put on par with public servants.
&ldquo At a time when economic growth momentum has been sluggish and the overall budget of the government is not growing as fast as before, how to distribute resources and benefits within the regime is a key political priority of the Party and most important driver behind the current austerity push,&rdquo said Xin Sun, who teaches Chinese and East Asian business at King&rsquo s College London.
&ldquo Inequality in China has reached a high level for a long time,&rdquo Sun said, adding what the Party now does by cutting the benefits of &ldquo financial elites&rdquo is aimed to quell inequality within the regime for political stability. REUTERS

FROM cutting salaries and bonuses and asking staff not to wear expensive clothes and watches at work, to reining in travel and entertainment expenses, Chinese financial firms have jumped on an austerity drive as Beijing pushes to bridge the wealth gap.
The steps come as authorities vow to clamp down on corruption in the country&rsquo s US$57 trillion financial sector and as growth in the world&rsquo s second-largest economy weakens, with youth unemployment hitting a record high.
Financial professionals are among the highest-paid workers in communist China and their wealth and flashy lifestyles have often come under criticism from the public on social media as the economy slows, drawing Beijing&rsquo s ire as well.
China&rsquo s top graft-busting watchdog earlier this year vowed to eliminate ideas of a Western-style &ldquo financial elite&rdquo and rectify the hedonism of excessive pursuit of &ldquo high-end taste&rdquo .
That has prompted a slew of financial firms, both by state-owned and private-sector, to take proactive measures to ensure they don&rsquo t fall foul of the authorities, even as official rhetoric on President Xi Jinping&rsquo s &ldquo common prosperity&rdquo drive has ebbed.
Among those measures, staff at a large Chinese state-owned mutual fund and a mid-sized bank have instructed staff not to show off high-end lifestyles, said employees at the firms, declining to be named due to the sensitivity of the matter.

from 2008 US suffer depression to 2020' s us covid lockoff and deaths
The economic resilience of the United States refers to its ability to withstand and recover from various challenges and shocks to its economy. The U.S. has historically demonstrated a high level of resilience due to several key factors:
  1. Diversified Economy: The United States has a highly diversified economy that spans multiple sectors, including manufacturing, services, finance, technology, and agriculture. This diversification helps mitigate the impact of shocks in any particular industry or sector.
  2. Innovation and Entrepreneurship: The U.S. has a long history of innovation and entrepreneurship, which has been a driving force behind its economic resilience. The country is home to numerous research institutions, universities, and innovative companies that continually develop new technologies, products, and business models, fostering economic growth and adaptability.
  3. Strong Institutions: The United States has a robust institutional framework that supports economic stability. This includes an independent central bank, the Federal Reserve, which can implement monetary policy measures to stabilize the economy during times of crisis. The country also has a well-developed legal system and regulatory framework that promotes fair competition and protects property rights.
  4. Flexibility and Adaptability: The U.S. economy has demonstrated its ability to adapt to changing circumstances and adjust to new challenges. Its labor market is relatively flexible, allowing for mobility of workers across industries and regions. The country also has mechanisms in place, such as bankruptcy laws, that enable companies to restructure and recover from financial distress.
  5. Resilient Financial System: The U.S. has a well-developed and resilient financial system, which is crucial for economic stability. While the financial crisis of 2008-2009 exposed vulnerabilities in the system, regulatory reforms have since been implemented to strengthen oversight and improve resilience. The country' s deep and liquid financial markets facilitate access to capital and support economic growth.
However, it' s important to note that economic resilience does not make a country immune to all challenges. The U.S. has faced various economic downturns, including recessions and financial crises, which have tested its resilience. Additionally, the concept of resilience can differ across different segments of society, and certain groups may be more vulnerable to economic shocks than others. Ongoing efforts are necessary to address inequality, promote inclusive growth, and ensure the resilience of all parts of the economy.

The term " yuan globalization" typically refers to the internationalization of the Chinese currency, the yuan (also known as the renminbi or RMB), and its increasing role in global trade and finance. The impact of yuan globalization on Hong Kong' s trading activities has been significant, given the city' s position as a major financial hub and gateway to Mainland China.
Hong Kong has played a vital role in facilitating the international use of the yuan. In 2009, Hong Kong became the first offshore center for yuan trading, allowing for offshore yuan (CNH) to be freely traded. This move aimed to promote the use of the yuan in cross-border trade and investment and reduce reliance on the US dollar.
Since then, Hong Kong has become an important offshore yuan trading center, offering a wide range of financial services denominated in yuan. The city has developed an extensive network of banks, clearing systems, and infrastructure to support yuan-denominated transactions. It has also established various channels for yuan remittances and settlements, making it easier for businesses and individuals to conduct trade in yuan.
The increased internationalization of the yuan has had several effects on Hong Kong' s trading activities:
  1. Trade facilitation: Yuan globalization has simplified trade transactions between Mainland China and Hong Kong. Hong Kong-based businesses can settle their trade with Mainland Chinese counterparts in yuan, reducing the need for currency conversion and associated costs.
  2. Investment opportunities: The availability of yuan-denominated financial products and services in Hong Kong has provided investors with opportunities to diversify their portfolios and gain exposure to Mainland China' s markets. It has also attracted foreign investors looking to participate in China' s growth story.
  3. Offshore fundraising: Hong Kong has become a popular destination for Mainland Chinese companies to raise funds in yuan through offshore yuan bond issuances. This has provided Chinese companies with additional financing options and expanded the range of investment instruments available to investors.
  4. Financial sector growth: Yuan globalization has contributed to the growth of Hong Kong' s financial sector. The city has seen an increase in yuan-related banking activities, including yuan deposits, loans, and trade finance. It has also witnessed the development of yuan-focused investment products, such as yuan-denominated exchange-traded funds (ETFs) and bonds.
However, it' s worth noting that the impact of yuan globalization on Hong Kong' s trading activities is not without challenges. Factors such as regulatory changes, geopolitical tensions, and fluctuations in currency exchange rates can influence the extent and pace of yuan adoption in global trade.
Overall, yuan globalization has strengthened Hong Kong' s position as a global financial center and enhanced its role in facilitating trade and investment between Mainland China and the rest of the world.

turnover of hk stocks after 2019 at 4 years low
The stock exchange is rolling out the so-called HKD-RMB Dual Counter Model on Monday (Jun 19) to give traders the option to buy and sell some of the financial hub&rsquo s biggest-listed stocks using the renminbi, including Tencent Holdings, Alibaba Group Holding and China Mobile. There are 24 companies on the list with a combined market value equivalent to US$1.9 trillion, or more than a third of the city&rsquo s total.
The initiative holds a lot of promise: it can draw more buyers by minimising exchange-rate risk and solidify the renminbi&rsquo s growing status as an international currency. The influx of capital may also provide the next catalyst for Hong Kong shares, helping extend a rally this month thanks to hopes of new stimulus measures.

The HKD-RMB Dual Counter Model refers to a financial system that allows for the conversion and exchange of currencies between the Hong Kong dollar (HKD) and the Chinese yuan (RMB) at dual counters. It is a unique arrangement that exists in Hong Kong to facilitate the seamless conversion between these two currencies.
In the Dual Counter Model, banks and financial institutions in Hong Kong maintain separate counters for HKD and RMB transactions. Customers can deposit, withdraw, exchange, and transfer funds between HKD and RMB through these counters. The model allows for direct conversion without having to go through a third currency, such as the US dollar.
The Dual Counter Model was introduced in 2004 as part of Hong Kong' s effort to strengthen its position as an international financial hub and promote closer economic ties with mainland China. It has played a significant role in facilitating cross-border trade and investment between Hong Kong and mainland China, as well as promoting the use of RMB in international transactions.
Under this model, businesses and individuals can open bank accounts in either HKD or RMB and conduct transactions in the respective currencies. They can convert funds between the two currencies at competitive exchange rates, reflecting the prevailing market rates. The Dual Counter Model has contributed to the development of offshore RMB business in Hong Kong, as it allows for easier access to RMB liquidity and supports the growth of RMB-denominated financial products and services.
