PCR testing needs reagents to work, reagents are in acute shortage now, without reagents, having PCR test kit is of no use  (Rapid test kit has no such issue):

To date, Singapore has conducted more than 140,000 tests for COVID-19, which works out to 2,500 tests per 100,000 people in Singapore, said Mr Gan.

Responding to Members of Parliament who asked about the different tests available, the Health Minister said  Singapore uses mainly the polymerase chain reaction (PCR) test to detect confirmed COVID-19 cases. PCR tests work  by detecting the virus RNA from a nose or throat swab, and is the gold standard for detecting current infection, Mr Gan explained.

PCR testing is done to diagnose suspect cases to provide early treatment and isolate close contacts, as well as to do screening and active case finding of individuals at risk, such as migrant workers moved from their dormitories before they return to work.

This kind of testing is also used in conducting surveillance to monitor undetected cases in the community.

Currently, Singapore has the capacity to conduct more than 8,000 PCR tests a day,  up from 2,900 a day in early April.

Authorities are working with various private and public sector partners to further increase the  testing capacity  to up to 40,000 a day by later this year.

" With this increase, we will widen the net that we cast for diagnostic testing for symptomatic cases, active case finding, screening and surveillance testing in our community and among workers, including migrant workers," said Mr Gan.

&ldquo We will also do more testing and monitoring to pick out asymptomatic and pre-symptomatic cases among priority groups such as nursing home residents and staff, to prevent clusters from developing. Testing is crucial as risk of infection will increase when we allow more economic and social activities to resume."

Q& M Dental, which operates the largest network of private dental outlets in Singapore, is investing S$3m (US$2.4m) to set up a Covid-19 diagnostic manufacturer called Acumen Diagnostics.

&ldquo The rapid escalation of the Covid-19 pandemic has called for a stepped-up response from both the public and private sector,&rdquo said chief executive Ng Chin Siau.

Q& M, which holds a 51% stake in the new company, has established Acumen Diagnostics with Ong Siew Hwa, a biological scientist in Singapore and founder and chief executive of Acumen Research Laboratories. The medical technology company, which was founded in 2010, is developing molecular diagnostics tests.

Ong will provide the expertise, know-how and technical support for the joint venture, as well as machinery and equipment, stocks of test kits, technical team and intellectual property rights to conduct the business.

Acumen Diagnostics will be mainly involved in the manufacture, sale, and distribution of diagnostic test kits for viruses such as Covid-19, in Singapore and overseas. It is also in the midst of setting up a polymerase chain reaction-based laboratory in Singapore to analyse test results. Additionally, it has plans to conduct clinical trials, as well as manufacture, sell and distribute vaccines, for viruses such as Covid-19.

Acumen Diagnostic&rsquo s Acu-Corona 2.0 Diagnostic Test has already been given provisional authorisation by the Health Sciences Authority.

In mid-March  Q& M partnered two Chinese companies  to set up a surgical mask manufacturing company.

Because they have nothing much to do in the clinic. So when they do the swab, patient open mouth, QM Dentist will tell them their teeth also need check up and service. So they do marketing this way. 😊

While QM has a set of proven business. The price was about $0.35 to $0.40. With this new venture, the market has already hyped it too much and even now, given premium to it. Every new venture can be a risk. Do not be too sentimentally attached to a stock.

My personl viewpoint is that Q& M is definitely much more better choice as compared with Biolidics.

Q& M is a profitable co and growing its foothold overseas, got dividend, and could pay cash to to form joint venture. If Biolidics stay at 0.40 level, Q& M should be higher la

Singapore has the capability to do tens of thousands of Covid-19 tests daily, industry players said, noting that increased testing could be a key enabler for the country as it looks to gradually lift the circuit breaker measures.

" We are in a good position to do mass testing," Dr Ong Siew Hwa, director and chief scientist of home-grown biotech firm Acumen Research Laboratories (ARL), told The Straits Times.

Currently, the country can do more than 8,000 polymerase chain reaction (PCR) tests a day, up from 2,900 at the start of this month.

But if circuit breaker measures are to be loosened, testing must be scaled up substantially, so that any new cases can be detected quickly. And until a vaccine is found, testing will have to be done regularly, experts said.

PCR tests detect genetic material of the coronavirus from a sample and can tell if a person is currently infected.

A handful of companies here are capable of producing such tests, and the authorities have started getting in touch with them.

ARL, whose core focus is infectious disease diagnostics, developed and manufactured its Covid-19 diagnostic test kits from scratch in January and is now able to run up to 20,000 tests a day.

The company has developed three types of test kits. The latest two types, which test for relatively stable genes in the virus that are less likely to mutate, separately received provisional authorisation from the Health Sciences Authority in March and early this month.

ARL has been producing and selling these kits to countries in the region since last month. But as the domestic Covid-19 situation intensified, attention has been turned inwards.

The firm is now working towards analysing patient samples in the laboratory as well.

Collaboration among different private and public institutions can help with prohibitive overheads when it comes to growing Singapore' s testing capabilities, said Dr Ong.

Some firms can provide equipment and expertise, and others manpower and funding support.

" Some smaller companies, like us, have the expertise but may not have the financial resources and strong infrastructure of large healthcare groups to scale up production and testing capabilities.

" Hence, there needs to be a marriage between these two types of companies to allow for large-scale testing," she said.

Ramping up testing for coronavirus: How various economies approach it



She also stressed that reagents, the chemicals needed for analysis, should be produced locally, as global shortages would happen in times of crisis.

" There remains a need for us to be more self-sufficient in this aspect. This, as well as the production of masks, may not be the most profitable business during peacetime. But moving forward, people should explore new business models and possible policy changes so that businesses which are traditionally unprofitable during peacetime can survive, allowing us to be more prepared for future pandemics," Dr Ong said.

Professor Edison Liu, a veteran in the health and biomedical sciences scene who played a key role during the severe acute respiratory syndrome (Sars) outbreak here in 2003, is also upbeat about Singapore' s capabilities, praising the country as one of the most advanced and organised in the world in its pandemic response.

He headed the Genome Institute of Singapore then and led its efforts to sequence the Sars virus and develop diagnostic tests.

" I am honoured to have had a role in shaping (Singapore' s) strategic approach to pandemics in the past and know full well Singapore' s capabilities. Singapore' s small size and compact geography also is an advantage," he said.

Now based in the United States, he has likewise built up Covid-19 testing capabilities from scratch. He heads the US-based The Jackson Laboratory, an independent non-profit biomedical research institution.
