My singtel tp is $1.9. It has potential in the long term if they leverage on their advantages and technology.
But it has a lot of incoming pain for the decisions it has made so far.

Singtel is too slow to react to new tech. 5G has tons of business applications but they will be behind everyone else at this rate. 
Singtel has poor management team that has gotten complacent, it' s outlook is pretty grim.

Singtel will be booking additional charges of $911 million from its equity share of its associate Bharti Airtel, which has been dogged by stiff competition and regulatory woes in recent years.
  On July 29, Airtel reported it has made additional provisions for license fee and spectrum usage charges of some 107.4 billion rupees for the quarter to June 30. This was the result of an Indian court ruling on July 20.
