Better Fisheries Sector Expected this Year17 April 2014 
  PERU - The Peruvian fishing industry suffered last year, recording significant losses. This year, however, the industry is expected to recover, according to the National Fisheries Society (SNP). " If the warm water does not arrive, then this year will be better for the fisheries sector," said the president of the SNP, Elena Conterno. 2013 was a difficult year for fisheries, given that ten of the 12 fishmeal companies associated with the SNP recorded financial losses by 242 million, reports  Andina. " We will face the 2014 El Niñ o, and more than ever we need to work together to have a suitable regulatory framework to enable sustainable use of the species," said Ms Conterno. The National Oceanic and Atmospheric Administration of the United States (NOAA) has reported an increased likelihood that the El Niñ o will become stronger. But the SNP has the expectation that this will not happen.   |

Government Warns Fish Farmers About Antibiotic Use  08 May 2014PHILIPPINES - The Bureau of Fisheries and Aquatic Resources (BFAR) has warned fish cage and fish pond operators against feeding fish stocks with antibiotics to hasten their growth.
Dr Evelyn C. Ame, Chief of the Fisheries Resources Management Division revealed that there were fish farmers particularly in Buguey town using antibiotics as fish growth booster. The use of antibiotics, according to Ame, poses danger to humans who consume the fish because it remains in the system of the fish. " As consumers, we are at risk because based on conducted studies, antibiotics is cancer-causing agent," Ame bared. She likewise advised fish cages and fishpond operators to observe proper stocking and feeding and should clean net cages after harvest. To intensify the campaign, BFAR is set to conduct training on Good Aquaculture Practices to fish farmers as part of this year' s Farmers and Fisherfolk Month celebration.    |

Happy reading while waiting ....  Commercial deep-sea fishing off of Peru' s coastal belt of over 3,000 km (1,860 mi), is a major enterprise. Peruvian waters normally abound with marketable fish: bonito, mackerel, drum, sea bass, tuna, swordfish, anchoveta, herring, shad, skipjack, yellowfin, pompano, and shark. More than 50  species  are caught commercially. There are over 40 fishing ports on the Peruvian coast,  Paita  and  Callao  being the most important centers. The Peruvian fishing industry, primarily based on the export of fish meal, used in poultry feed, is among the largest in the world. Peru' s fishing sector led the world during the mid-1960s, although production since then has fluctuated radically. In the 1970s,  overfishing  nearly lead to the disappearance of the anchovy resource. The fish meal and fish-processing industry is managed by Pescaperú , which was founded in 1973. The key to Peru' s fishing industry in any given year is the presence or absence of El Niñ o this warm ocean current displaces the normally cool waters deep in the Pacific, thereby killing the microorganisms upon which other marine life depends. The recurrence of El Niñ o causes the disappearance of anchoveta and a sharp fall in the catch of other species. The average annual catch during 1991&ndash 2000 was 8,515,000 tons. The total catch in 2000 was 10,658,620 tons, second highest in the world after China. That total included 9,575,717 tons of anchoveta, 226,294 tons of South American pilchard, and 296,579 tons of Chilean jack mackerel. Exports of fish products in 2000 amounted to $1.13 billion. To suppress invasion of their rich fishing grounds by foreign powers, Peru made formal agreements with Chile and  Ecuador  to extend the rights to their  coastal waters  out to 200 nautical mi.  Violations  of the proclaimed  sovereignty  by Argentine and US fishing fleets in 1952 and 1954 gave rise to shooting incidents. Since then, US  fishing boats  have occasionally been  seized  and fined or required to purchase fishing licenses after eight US tuna boats were taken in November 1979, the United States retaliated by imposing a temporary embargo on Peruvian tuna.   |

Think he was trying to say that pple are leaving aquacultural farming and this move will  help China Fish.. but this is not possible.. the wild catch price has gone double in the last few years,   not because there was a demand but rather the catch is getting less and less.  This  made way for aquacultural farming to grow.  The capital and maitenance cost of aqua can be high.. the set up,  the electricity,  the disease controls.  the workmanship etc.  If China Fish is going for aquacultural,  I might be interested in this stock.

  PERU - Peru requires an investment of $118 million into research and development to reduce the gap in aquaculture and to achieve the level of other countries such as Chile, said the Ministry of Production. " We have to take a big leap, we have to think big and we need the $118 million to boost aquaculture." said the deputy fisheries minister, Paul Phumpiu. In 2013, 105,000 tons of aquaculture harvest were recorded, with a retail value of over 600 billion, reports  Andina. Mr Phumpiu  highlighted that it is necessary to increase the concession areas for the development of aquaculture activities, as many areas are not in use. However, Mr Phumpiu recognized that despite having the resources, there are bureaucratic obstacles. The National Organic Standards Board' s (NOSB) spring meeting concluded on Friday with zero progress on establishing approved substances for organic aquaculture standards. The only organic  aquaculture issue up for discussion on the  agenda  was a vote on 10 substances  to approve as usable under the USDA organic standard, but the board voted to delay any vote on the substances until the final rule on aquaculture standards &mdash which is currently in the midst of a multi-step government process &mdash become final, Jim Pierce, who attended the meeting as representation for organic certification company Oregon Tilth, told  Undercurrent News. George Lockwood, chairman of the Aquaculture Working Group (AWG) assigned initially as an advisor to the NOSB, called the meeting " discouraging" in an update he sent out to stakeholders. Questions over the use of carbon dioxide for use in growing aquatic plants  caused confusion, and the AWG was not there to defend its position on its use, which contributed to the NOSB' s decision to  delay its vote, he said. He calls out the leadership of Miles McEvoy,   deputy administrator for the National Organic Program (NOP), as a major stumbling block. " In my mind, all of this is due to the unwillingness of Miles McEvoy to allow the AWG to do its job of providing expert advice to NOSB on aquaculture matters," said Lockwood, who  had expected problems at the meeting  due to the AWG not being given funding to travel to the meeting, as it has in the past.  The AWG worked closely with the NOP from 2006 to 2010, he said but the USDA toldUndercurrent  AWG' s official advisory role is no longer official. " AWG was assigned by NOP in 2009 the task of preparing petitions for essential materials, and then when NOSB began their work, we were deliberately prohibited from interacting with them," contends Lockwood.  Glimmer of hope slashed as delay pattern re-ignites The USDA expected progress to come this year, and for USDA standards for organic aquaculture to be finalized by the end of the year, a USDA representative told conference-goers at the Aquaculture Americas conference in Seattle in January. Yet with this recent delay &mdash a sign that a pattern of past delays is continuing &mdash are signs that the pattern of delays is continuing, say  Lockwood and Pierce. Pierce said the process for establishing a proposed rule on organic aquaculture standards is likely to take at least two years. He and members of the Aquaculture Working Group (AWG), which served as an advisory group to the NOSB on organic aquaculture for the first few years of the process, are far less optimistic on the timeline than the USDA, which says it aims to have the draft rule out and available for public comment by the end of the year. As a result of the lack of vote on approved substances, once the aquaculture standards do come out, they will not be usable because no substances have been approved as allowed under the standards, barring any working aquaculture operation from qualifying for certification. This setback sits on top of a stack of grievances aquaculture stakeholders have come to carry through this organic standards process, considering the timeline is continually pushed back by the board,  George Lockwood, chair of the Aquaculture Working Group, told  Undercurrent. In a letter to interested stakeholders, Lockwood said that the lack of decision comes as a result of the AWG being shut out of discussions. While the USDA maintains that the AWG was welcome to come to the meeting, USDA spokesperson Samuel Jones-Ellard told  Undercurrent  the group' s official advisory role to the NOSB has ended. " This decision by [McEvoy]  has two serious consequences," Lockwood wrote. " The first is that NOSB members are left to their imaginations to speculate how our petitioned materials are used in aquaculture rather than to actually know how they are used." " The second consequence is that by completely eliminating AWG from discussions, we are viewed in a very negative and hostile light. We have not been allowed to build credibility. During the period from 2005 and 2010 when we worked closely with NOSB members in developing the recommended rules, we were able to build considerable confidence and credibility. Without our participation whatsoever, this good working relationship is missing and has caused considerable damage." On top of a seeming lack of political will to move forward with pieces of the approval process is the time-consuming structure that is already in place for processes like theses. " The materials have not even begun the government process," Tilth notes, adding that once they do enter the process, a lot of time will have already passed simply getting the organic standards for aquaculture approved. " In my estimation it will b five to six years at minimum before ehtere are aquacutlure standards." Aquaculture Working Group chairman George Lockwood said he does not believe the NOSB' s promises on its timeline anymore. The NOSB said at the meeting that it expects to have aquaculture standards done by the end of the year. " I have considerable doubts if that will happen." Lockwood said. " It is unclear what will happen next within NOSB and NOP relative to both our petitions and the content of the Final Rule. Clearly our absence at this NOSB  meeting worked against us." |

" Household spending appears to be rising more quickly." The committee pared monthly asset buying to $45 billion, its fourth straight $10 billion cut, and said further reductions are likely in " measured steps."
