If they don' t do this - can they be accused of holding back the information? While doing this - there is a risk that some of their employees/ people aware or the potential contract might have bought substantial shares to be ahead of the announcement. So announce also wrong or dont announce also wrong?

It is important for investors to know enough and move on - does not matter whether the buyer is HW or not - mistakes have been done with sincere clarifications, lessons learnt, more importantly business must move on. The one looking bad is not Aspen but you know who. HW can source for their needs from other countries like India or China. Other suppliers may be willing to supply but they will know what to do this time.

They will say that no worries, because they have bought so high volume at such high price so you can join in and get conned by these professional traders that do nothing but stare at their laptop everyday. If you say anything negative, they will gang up to wack you and shoot you down. The purpose is to prop up the price to quickly sell at profit, while those not so savy and uninformed retail players get burnt. That' s life, a lesson learnt for those that get burnt. I strongly think this share will return to its original price of 0.14, if lucky. If not maybe 0.05. Stay away!
