Threat from shale is " putting a cap on oil prices For leading U.S. shale oil producers, $40 is the new $70. A year ago major shale firms were saying they needed oil above $60 a barrel to produce more now some say they will settle for far less in deciding whether to crank up oil output. Their latest comments highlight the industry' s remarkable resilience, it also serve as a warning to rivals and traders: a retreat in U.S. oil production that would help ease global oversupply and let prices recover may prove shorter than some may have expected. Continental Resources Inc, led by billionaire wildcatter Harold Hamm, is prepared to increase capital spending if U.S. crude reaches the low- to mid-$40s range, allowing it to boost 2017 production by more than 10%. Rival Whiting Petroleum Corp, the biggest producer in North Dakota' s Bakken formation, will stop fracking new wells by the end of March, but would " consider completing some of these wells" if oil reached $40 to $45 a barrel, Chairman and CEO Jim Volker told analysts. A year ago, when the company was still in spending mode, Volker said it might deploy more rigs. While the comments were couched with caution, they serve as a reminder of how a dramatic decline in costs and rapid efficiency gains have turned U.S. shale, initially seen by rivals as a marginal, high cost sector, into a major player - and a thorn in the side of big OPEC producers. Nimble shale drillers are now helping mitigate the nearly 70-percent slide crude price rout by cutting back output, but may also limit any rally by quickly turning up the spigots once prices start recovering from current levels just above $30. A partner at Again Capital LLC said. " If there' s some bullish outlook for demand or the economy, they will try to get ahead of the curve and increase production even sooner." Some producers have already began hedging future production, with prices for 2017 oil trading at near $45 a barrel, which could put a floor under any future production cuts.  |

World' s top oil producers forced to load up on debt Borrowing from oil producing nations, particularly the Middle East and North Africa, is set to remain elevated in 2016, as many nations are still trying to catch up with the harsh side effects of the tumble in the oil price that took place in 2015. " The more than 70 percent decline in oil prices since mid-2014 has weakened Gulf Cooperation Council (GCC) countries' public finances, resulting in govt deficits for most sovereigns. Financing the needs of some GCC govts are apparent, it remains unclear in some cases exactly how the deficits will be financed, particular the mix between asset drawdowns and debt issuance," said S& P credit analyst, Trevor Cullinan. S& P expects the 13 Middle East and Northern African (MENA) sovereigns it rates to borrow around $134 billion from long-term commercial sources in 2016. This compares with borrowing of $143 billion in 2015, which was more than double the $68 billion predicted. Oil prices remain down about 70 percent from their mid-2014 highs above $100, though a steady rebound over the past two weeks has had some traders and investors wondering whether the market has reached a near-term floor. |

Iran holding the oil wild card. Iran could support any effort to stabilize oil prices, including cooperation between OPEC and non-OPEC oil producers, the Iranian nation' s oil minister said after a meeting Wednesday.
