Funding is not an issue to GS, they mentioned many times about it already. RWS 2.0 expansion spans five years. No external funding is required. The yearly cash flow generated more or less covered it. With progressive completion of the expansion, more cash will be generated. This will cover any shortfall needed to fund the expansion. The extremely large cash reserve of 3.2B as at Mar19 will be used for Japan IR if they are successful in their bid. The balance of the 10B expected to be spent for Japan IR will come from very very low interest/coupon rate JYP loan/bond.

Especially with Zouk and the rest.  Also, Osaka and Yokohama are big port cities. They would be very interested in the cruise tourism business from China.

Otherwise revenue and earnings stagnate and decline.   They can issue debentures and take loans.
