Malaysian could soon head militant bastion in S-E Asia
Former lecturer Mahmud Ahmad fled to the Philippines after being exposed as an extremist by police in 2014. Malaysian lecturer-turned-militant Mahmud Ahmad could soon be the leader of the offshoot of terrorist group ISIS in the southern Philippines, The Star reported yesterday, quoting intelligence sources. Mahmud, 39, is believed to be holed up in Marawi City, where the Philippine army is battling the extremist Maute group, which has seen 44 people, including two Malaysians, killed. He has been identified as the next man to create a bastion of the Islamic State in Iraq and Syria (ISIS) in South-east Asia, which is now under the command of Abu Sayyaf leader Isnilon Hapilon, sources say.

More questions have been raised about Malaysia's Forest City project for buyers from China, as Beijing's tighter rules to stem capital out flow from the country. Country Garden, had reportedly agreed to refund buyers from China caught out by the new capital controls, yet a statement from the coy late last night appeared to rule that out. "In the event of home booking cancellation, we would also like to clarify cancellatioo of sales and purchase agreement has been signed is deemed as a breach of contract," Country Garden said. "The penalty clause, ranging between 10% to 30%, only kicks in when a buyer, who has decided to purchase certain promoted residential units, decides to default on the payment or cancels the sales and purchase agreement." Earlier, South China Morning Post had reported Country Garden would work with buyers who have placed deposits on properties at the US$100 bil (S$140 bil) Iskandar M'sia, but would now not be able to service payments because of tighter rules introduced by Beijing to stem the out flow flight of capital.

Chinese developers still going flat out in Johor. Iskandar has attracted Chinese property developers, who are building in large numbers. This is out of their need to find new markets, it was estimated that Iskandar would have 336,000 private homes. This was a bad news for investors, as  excessive supply drives prices down. Forest City  alone, a massive 2,000 hectare project that floods the area with more homes, and threatens to  detract from the value of Iskandar. At this point, it would be hard to see room for gains, for many investors who had banked on Iskandar&rsquo s development. Barring those who managed to get top units (high scarcity and good location), many investors in mass market properties there may be sitting on property liabilities instead of assets. The simple lesson here? Hype can add or destroy value. Hype can make your property seem more valuable than it already is &ndash but it can also draw plenty of other developments into the area, and eventually work against you. |

The attack was the third botched suicide bombing in Dhaka in a week. The three episodes suggested that militant activity was re-emerging after a major police crackdown and a lull of many months. At around 7pm last Friday, a young man approached a checkpoint at an intersection near the airport and detonated a device that was strapped to his body, said Mr Abdul Baten, the joint commissioner of the Dhaka police detective branch. The assailant died immediately and no one was injured. ISIS has also claimed responsibility for a wave of killings since 2015 -  including for a major attack on a Dhaka cafe last year in which 22 people, including 18 foreign hostages, were killed. It is believed the man had planned to target officers at the checkpoint, and that his device exploded prematurely. Police later found additional bombs in a bag the man was carrying, and one of them exploded during an attempt to defuse it, said Mr Noor A. Azam Miah, the officer in charge at the airport police station. The suspected attack was the third since the previous Friday, when a suicide bomber blew himself up at a camp for the country' s elite security force near the airport.  The attacker was killed and two members of the Rapid Action Battalion (RAB), tasked with combating Islamist militancy, were injured.

  Aramco to invest in refinery, cracker, petrochemicals - source Aramco to provide up to 50 pct of oil for refinery - source RAPID agreement one of five deals to be signed between Saudi-Malaysia KL, Feb 27 Malaysia' s Prime Minister Najib Razak announced Saudi Arabia' s state oil company Saudi Aramco will invest $7 billion into an oil refinery and petrochemical project in Malaysia' s southern state of Johor. Najib said the decision was made before noon on Monday after discussions between top executives from Saudi Aramco and Malaysia' s state-owned energy company Petroliam Nasional Bhd (Petronas), the sponsor of the $27 billion Refinery and Petrochemical Integrated Development (RAPID) project. " This is a significant investment and more details will be announced tomorrow," Najib said at a brief news conference after hosting a state luncheon for Saudi Arabia' s King Salman and his entourage. Petronas and Saudi Aramco executives are scheduled to sign the agreement on Tuesday. An industry source, says Aramco will buy a stake in RAPID' s refinery, cracker and petrochemical operations. Aramco will also supply at least 50% of the crude that will be processed at RAPID, with an option to increase the supply, the source said. Aramco funding will help move RAPID to fruition and desire of Saudi and M' sian leaders to maintain close links between countries likely cement a deal, This goodwill on Saudi king himself to invest and to maintain good ties with Malaysia, boost bilateral ties." The RAPID project, located at Pengerang is expected to begin operations in 1st-Q of 2019. RAPID will contain a 300,000 barrel-per-day oil refinery and a petrochemical complex with a production capacity of 7.7 million metric tonnes. The unreleased U.N. report says. Last July, an air shipment of North Korean military communications equipment, sent from China and bound for Eritrea, was intercepted in an unnamed country. The seized equipment included 45 boxes of battlefield radios and accessories labeled " Glocom" , short for Global Communications Co. Glocom is controlled by the Reconnaissance General Bureau, North Korean intelligence agency tasked with overseas operations and weapons procurement, the report says. A spokesman for North Korea' s mission at the U.N. told Reuters he had no information about Glocom. U.N. resolution 1874, adopted in 2009, expanded the arms embargo against North Korea to include military equipment and all " related materiel" .

Petronas is aiming to sell a large minority stake in a  prized upstream local gas project for up to $1 billion, to  seeks to raise cash. Petroliam Nasional Bhd (Petronas) is looking to sell  as much as 49% in SK316 offshore gas block in  Malaysia' s Sarawak state, the sources told Reuters, a move that  would be one of its first major recent sales as it grapples with  oil prices that have slumped by half from two-and-a-half years  ago.  Petronas is working with investment bank on  sale n kicked off the process this month. Petronas did not respond to request for comment. Gas from NC3 field in SK316 block feeds Malaysia' s  liquefied natural gas (LNG) export project, known as LNG 9,  Petronas' joint venture with JX Nippon Oil & Energy Corp  that started commercial production in January.   The sources said the stake is expected to include a  combination of the producing NC3 gas field, the potential  development of the Kasawari field in the same block and other  exploration acreage in the block.  The funds raised could contribute to the future development  of the Kasawari field, one of the largest non-associated gas  fields in Malaysia, which has an estimated recoverable  hydrocarbon resource of about three trillion standard cubic  feet.  The stake could appeal to firms such as Indonesia' s  state-owned Pertamina, Thailand' s PTT Exploration, and  Production PCL  and some Japanese companies, the  sources said.  As huge production comes online in Australia and the U.S, LNG markets are oversupplied, resulting in an almost 70%  slump in the Asian spot LNG price  since 2014 to  $6.40 per million British thermal units now.   Despite this, Malaysia' s LNG assets are viewed as attractive  thanks to comparatively low production costs and due to their  proximity to North Asia' s big consumption hubs of Japan, China,  and South Korea.  Petronas is currently gauging interest from potential  bidders, said the sources, who declined to be identified. A slump in oil markets since 2014, which has seen crude  prices  halve to little more than $50 per barrel, has  squeezed Petronas' cashflow and forced it to announce a 50  billion Malaysian ringgit ($11.2 billion) cut in capital  expenditure in January 2016 over four years.  ($1 = 4.4560 ringgit)    |

Selangor Police chief Abdul Samah Mat said that a woman had reportedly approached Kim Jong-nam at the KLIA departure lounge and covered the victim's head with a cloth which contained an unidentified liquid. Meanwhile, Bukit Aman Criminal Investigation Department director Mohmad Salleh reportedly confirmed the death of the 46-year old Kim. The incident took place at 8am yesterday. Jong-nam was scheduled to board a flight to Macau. He arrived in M'sia on Feb 6. Jong-nam, the older half-bro of North Korean leader, was known to spend a significant amount of time outside the country and had spoken out publicly against his family's dynastic control of the isolated state. According to Reuters, South Korea'sTV Chosun, a cable TV network, said that Kim was poisoned@KLIA by two women believed to be North Korean operatives. Kim Jong-nam and Kim Jong-un are both sons of former leader Kim Jong-il, who died in late 2011, but they had different mothers. Kim Jong-nam was believed to be close to his uncle, Jang Song-thaek, who was North Korea's 2nd most powerful man b4 being executed on Kim Jong-un's orders in 2013. In 2001, Kim Jong-nam was caught at an airport in Japan traveling on a fake passport He was known to travel to Hong Kong, Macau and mainland China.
