Sete Brasil, which is chartering 29 ultra-deepwater drilling rigs to Petrobras at a cost of $25.5Bn, is running out of cash. " All of their PETROBRAS-related projects are cashflow positive. Although we deem that cancellation risk is low, we think negotiation on payment terms is a possibility," said CIMB Securities analyst Lim Siew Khee. The pension funds and banks that own Sete Brasil have failed to agree on a new tranche of financing. One of the shareholders, BTG Pactual, a Brazilian investment bank with a 27.7% stake, is opposed to a new cash lifeline. Related news: Sembcorp Marine&rsquo s new subsidiary in Indonesia Having issued about $4Bn of equity, the shareholders are reluctant to increase their exposure without signs of stronger commitment from state-owned development bank BNDES. BNDES financing for the Sete Brasil projects is divided into three phases. The first phase covers the first nine rigs for delivery in 2015-16 from BrasFels yard (Keppel), Jurong Aracruz (Sembmarine), Estaleiro Atlantico Sul (EAS), Estaleiro Rio Grande (ERG) and Estaleiro Enseada Paraguacu (EPG). The second tranche covers 12 rigs for delivery in 2017-18 and the third covers the last eight rigs for delivery in 2019-20. Accordingly, BNDES is constrained from disbursing the first $5.5Bn tranche until all key compliance issues are in place. |

Petrobras has invited six international players to bid for the fabrication of up to 24 topsides modules that will be installed on six FPSO vessels that are crucial for its ongoing production expansion drive. Those invited to bid are understood to include Norwegian oil services group Aibel, probably through its yard in Thailand, China&rsquo s Bomesc Offshore, Thailand&rsquo s BJC Heavy Industries and Cosco Shipyard, with sources saying Singapore&rsquo s VME Process, Jurong Shipyard or US-based Exterran make up the remaining two slots. The 24 gashandling modules were originally contracted to Brazilian company Iesa Oil & Gas more than two years ago for $720 million.
