Sing Holdings and other developers will not benefit much for land bought from 6 July 2018 because the ABSD is 30% if they exceed the 5 year cap. They are unlikely to want to breach the 5 year cap for future developments and that reduces the impact of QC exemption for future land purchases.

From the business times article:
" New rules on qualifying cert offer reprieve to Singapore developers" ,,I think this is the only helpful item for Sing Holdings at the moment:Huttons Asia director of research, Lee Sze Teck, said: " This is a timely review as this will help developers with their cashflow because they will not be required to place a security deposit (10 per cent of the land purchase price) with the Controller of Residential Property if they are exempted." That means they can get the deposit back and pay the banks earlier to save more interest. For other listed developers, they can now also consider paying the 15% absd on land cost (for land purchased before July 6 2018) to slowly sell their remaining units as a last resort. Especially for higher end units, that makes sense.

Not much threat or boost to Parc Botannia. Accoding to the latest agent fb posts, only 20+ units left for Parc Botannia. Sing Holdings is likely to lowball again if it does try for these EC sites. Given that there is an increasing number of EC sites, the 500+psf sites may earn very little margin and/or find it hard to sell. SH would likely bid < 500psf (it bidded 477psf for sembawang but winning bid was 566psf) but may not win the sites haha.
