Unless otherwise defined, all capitalised terms used in this announcement shall bear the same meanings

ascribed to them in the Company?s announcements dated 28 October 2013 and 4 November 2013 in relation

to the Proposed Placement (the ?Announcements?).

The Board of Directors (the ?Board?) of the Company refers to the Announcements and is pleased to

announce that the Company has completed the Proposed Placement following the allotment and issuance of

70,000,000 Placement Shares on 6 November 2013 at a Placement Price of S$0.755 per Placement Share to

the Placees in accordance with the terms and conditions of the Placement Agreement.

The Placement Shares shall be issued free from all claims, pledges, mortgages, charges, liens and

encumbrances and will rank pari passu with and carry all rights similar to, the existing Shares at the time of

the issue except that the Placement Shares will not rank for any dividends, rights, allotments, or other

distributions, the record date for which falls on or before the date of issue of the Placement Shares. The Placement Shares will be listed and quoted on the Catalist of the SGX-ST and trading of the Placement

Shares will commence from 9.00 a.m. on 7 November 2013.

The L& Q Notice dated 4 November 2013 issued by the SGX-ST is not to be taken as an indication of the merits

of the Placement Agreement, Proposed Placement, the Placement Shares, the Company, its subsidiaries and

their securities.

Following the completion of the Proposed Placement, the total number of issued Shares of the Company has

increased from 1,004,683,156 Shares to 1,074,683,156 Shares.
