x 0   x 0  Alert Admin	TSA makes Jan. 15 GRI, peak surcharge official Corianne Egan, Associate Editor | Dec 17, 2014 2:04PM EST Another set of historic rate increases are on tap for the trans-Pacific, as the 15 members of the Transpacific Stabilization Agreement announced hikes totaling $1,000 per FEU. The rate hikes come in the form of a combined general rate increase and peak season surcharge. The $600 per 40-foot container and $400 per FEU peak season surcharge will attempt to add $1,000 per container to rates on Jan. 15, in anticipation of a cargo surge preceding the Chinese New Year. The new charges mirror an announcement from Maersk and MOL last week. Hapag-Lloyd also announced trans-Pacific eastbound rate hikes. "It's critical, after another year of only very slight net gains at best, that carriers shore up rate levels and hold the line on rising costs as we head into a new contracting season and ramp up to meet Lunar New Year seasonal demand," TSA executive Brian Conrad said in a press release. This is the second $1,000 per FEU rate hike announced in as many months, as TSA carriers attempted to raise trans-Pacific rates by $1,000 per FEU on Dec. 15. Drewry's benchmark spot rate from Hong Kong to Los Angeles rose 39.5 percent, or $682, this week in response. Conrad said the GRI is part of an ongoing effort by TSA carriers to reverse erosion. The peak season surcharge, he said, reflects a tightening capacity as shippers attempt to move cargo in advance of the week-long Chinese holiday. The TSA's last GRI, a $600 per-FEU boost on Nov. 15, brought rates up by $300. Those gains deteriorated in the weeks following, as spot rates dropped 18.8 percent in the four weeks from Nov. 19 to Dec. 10. There has been no indication that the lines will also enact a $1,000 port congestion surcharge, which carriers promised the Federal Maritime Commission would be delayed into 2015. Congestion at Southern California ports is still an issue, and is causing operational costs for carriers to rise exponentially. The TSA includes APL, China Shipping Container Lines, CMA CGM, Cosco Container Lines, Evergreen Line, Hanjin Shipping, Hapag-Lloyd, Hyundai Merchant Marine, "K" Line, Maersk Line, Mediterranean Shipping CO., NYK Line, OOCL, Yang Ming and Zim Integrated Shipping Services. x 0   x 0  Alert Admin	Hapag, joins Maersk, MOL in $1,000 per FEU rate hikes in January Corianne Egan, Associate Editor | Dec 16, 2014 5:13PM EST Hapag-Lloyd became the latest carrier to announce a large general rate increase on trans-Pacific eastbound cargo for January, following Maersk Line and MOL. Hapag-Lloyd's GRI will go into effect on Jan. 15, as the carrier attempts to increase rates by $850 per 20-foot container, $1,000 per 40-foot container, $1,125 per 40-foot high-cube container and $1,266 per 45-foot container. The GRI will be put in place on all dry, reefer, flat rack and open top containers from Asia to all U.S. and Canadian destinations. MSC also announced a rate hike, in the form of a peak season surcharge on all eastbound cargo from Asia to the U.S. and Puerto Rico. The PSS will amount to an upcharge of $320 per 20-foot container, $400 per 40-foot container and $450 per 45-foot container. The Hapag-Lloyd GRI announcement is the third in the latest string of rate increases on the trans-Pacific. Maersk Line last week announced a combined GRI and peak season surcharge that amounts to $900 per 20-foot container, $1,000 per 40-foot container, $1,125 per 40-foot high cube container and $1,270 per 45-foot container. MOL also announced a GRI on the lane amounting to the same totals as Maersk. The pattern this fall has been for individual carriers to announce GRIs and for the Transpacific Stabilization Agreement to follow with an announcement saying the increase applies to all carriers. So far there has been no TSA announcement regarding the January GRI. January will be the second month in a row that GRIs of $1,000 per 40-foot container appear on the trans-Pacific, an unusually aggressive one-two punch from the carriers whose effectiveness has yet to be seen but still indicates that carriers see the spot market shaping up in their favor as the traditionally slack season gets under way. Carriers hope that if they can begin the year on a strong note that could carry over into the service contract negotiating period in advance of May 1, when most annual trans-Pacific contracts are renewed. The 15 members of the Transpacific Stabilization Agreement enacted an equally pricey GRI on Dec. 15. Spot rates on the Shanghai Containerized Freight Index, which prices for the week ahead, jumped 24 percent, or $434 per FEU last week in response. Carriers called for the December GRIs after trans-Pacific eastbound rates slipped over 18 percent in the three weeks leading up to Dec. 15. Typically this year, GRIs have acted as a momentary buoy for spot rates, driving them up momentarily before losing ground in subsequent weeks. Full size chart. The price per metric ton for both low and high sulfur fuel dropped almost 10 percent during the week of Dec. 12, the second consecutive week of large losses. High sulfur bunker fuel prices out of Rotterdam, a leading global indicator of the broader fuel market, sank to $338 per metric ton, down 9.4 percent, or $35 per metric ton, from last week, according to new data from BunkerVision, which reports bunker prices worldwide. Low sulfur fuel dropped 8.5 percent week-over-week to $349 per metric ton, a drop of $32 per metric ton. Bunker prices began declining in July, but the steep weekly spirals have been more recent. Since Sept. 5, the price per metric ton of high sulfur bunker fuel has dipped 40.3 percent, while low sulfur fuel is down 39.3 percent. JOC.com's bunker pricing dashboard Since Jan. 1, high sulfur prices are down 42.7 percent, while low sulfur prices dropped 43.4 percent. Both prices are currently at 5-year lows. The major drops in fuel prices don't necessarily translate to automatic savings for carriers. Drewry Maritime Research estimates that carriers only recover about half of their fuel costs. Bunker surcharges are often left off of big-volume contracts, and ships are rarely fully utilized, Drewry said. But if bunker prices remain at these levels, the savings will stack up. On a voyage of 77 days, Drewry estimates an 18,000 TEU ship could save $5.7 million, while a 12,000 TEU ship could save $4.75 million. But those savings don't take into account extra fuel costs associated with environmental regulations slated to take effect on Jan. 1, which stipulate carriers can only use fuel with a 0.1 percent sulfur content in certain environmental control areas (ECAs). The price for low-sulfur marine fuel oil in Rotterdam is also dropping, down to $580 per metric ton, down $42 from last week, but still higher than bunker fuel prices, according to data from pricing provider BunkerIndex. New ECA regulations cover nearly 200 miles off of the coasts of the U.S. and Canada, along with the Atlantic/English Channel areas surrounding Europe and the Baltic Sea region.
