Say you are entiled to 1000 rights & sold 900 rights, you still can apply for 100 rights share + any excess you may wish to apply.  If you are not original shareholders, you can only subscribe to the no. of rights that you bought from the market. Say you bgt 1000 rights, you could only subscribe to 1000 rights share & cannot apply for any excess
