LONG-TERM plans to spur growth, and tax rebates and incentives for certain companies, these were among the highlights of Singapore&rsquo s Budget 2025 statement delivered by Prime Minister and Finance Minister Lawrence Wong on Tuesday (Feb 18).  Ahead of the nation&rsquo s 60th birthday, Budget 2025 tackled immediate and long-term issues faced by Singapore. This ranged from affordability concerns and support for workers and families, to future steps the country must take as it forges ahead into a future marked by tech disruption, geopolitical uncertainty and climate threat.  With tax perks, vouchers and more funds earmarked for investments to nurture growth in critical sectors &ndash such as semiconductors, biotech, and clean energy &ndash analysts say some players in Singapore are positioned to emerge as winners from the schemes unveiled at Budget 2025.   
Semiconductor, R& D- and manufacturing-related companies Shares of semiconductor-related companies such as  AEM  :  AWX  -1.86%  and  Frencken  :  E28  -1.75%  could benefit from a greater focus on research and development (R& D), said DBS and Maybank.  This comes as the government intends to invest S$1 billion in research infrastructure and develop a new national semiconductor R& D fabrication facility.  ST Engineering  :  S63  -0.78%  could also gain from the increased emphasis on value-added manufacturing, said Maybank.  More on Budget 2025Visit our Budget 2025 site for more stories and analyses.  
Grocers and Reits Grocers such as  Sheng Siong  :  OV8  0%  and  DFI  :  D01  -0.89%  could get a boost from the measures unveiled to help ease inflationary pressures and costs of living, said DBS, OCBC, Maybank and CGS International. These measures include SG60 and CDC Vouchers for households and individuals and a 60 per cent personal income tax rebate.  The gains from higher spending on essentials and groceries could spill over to real estate investment trusts with suburban retail exposure, such as  CapitaLand Integrated Commercial Trust  :  C38U  -0.51%  and  Frasers Centrepoint Trust  :  J69U  -0.96%, added DBS, OCBC, and Maybank.  Companies with clean energy businesses The government&rsquo s commitment to clean power, with its S$5 billion investment top-up into the Future Energy Fund after an earlier tranche announced at Budget 2024 &ndash bodes well for  Sembcorp Industries  :  U96  +1.81%  and  Keppel  :  BN4  +0.44%, said DBS.  SEE ALSO
 
 
It could boost growth and investments for these utility and infrastructure players that have businesses in clean energy, the lender added.  CGS International noted that this could herald a long-term &ldquo positive outlook&rdquo for the firms. As they operate generation companies, they could be invited to submit bids in new investments or studies on new energy sources, including nuclear power, which the government intends to explore, it added.  Financial sector stocks Local bourse operator  Singapore Exchange (SGX)  :  S68  -0.94%could gain from the tax incentives introduced to encourage listings here and revive the local equities market, said DBS.  The measures include a corporate income tax rebate for Singapore-based firms seeking a SGX listing, enhanced concessionary tax rates for new fund managers who want to list locally and scale up their activities via public-fundraising, and tax exemptions for fund managers who invest substantially in Singapore-listed equities.  The SGX&rsquo s position as a leading multi-asset exchange may be bolstered by the tax incentives for fund managers with substantial investments in Singapore-listed equities, DBS added. These tax incentives could draw more institutional capital, bolster the bourse&rsquo s trading volumes, and raise demand for a wider range of financial products, it said.  Stocks of local banks  DBS  :  D05  +0.48%,  UOB  :  U11  -0.28%, and  OCBC  :  O39  +0.23%, could benefit from a potential boost to credit demand driven by government fund top-ups for the Coastal and Flood Protection Fund and the Changi Airport Changi Airport Development Fund, said Maybank.  Aviation-related firmsAnalysts are split on aviation-related stocks following the government&rsquo s guarantee to Changi Airport Group to lower borrowing costs for its development of Terminal 5 and its S$5 billion top-up for the Changi Airport Development Fund.  DBS thinks the top up will have &ldquo limited impact&rdquo on stocks of national carrier  Singapore Airlines  :  C6L  -1.09%  and ground handler  Sats  :  S58  -1.19%, stating that improved funding costs were not likely to translate into a &ldquo more measured pace of airport fee hikes given current conditions&rdquo .  OCBC believes Sats and  SIA Engineering  :  S59  +0.42%  could benefit from the opening of Terminal 5 expanding the airport&rsquo s capacity, but cautioned that this will likely play out only in the long run as the new terminal is set to open in mid-2030.

You know, Leroy55, I have always been sympathetic to bears. That is why I say this. It does not need a nuclear bomb to cause great bear casualties. Just a pager or walkie-talkie can already cause BIG damage. So be careful about shorting this fellow. Lastly, for nuclear power, the company or organisation handling it cannot be privately owned. We need something like a government atomic agency or commission to manage it. Otherwise atomic power ends up in the wrong hands.

Singapore will study the potential development of nuclear power and take further steps to systemically build up on nuclear capabilities, says Prime Minister Lawrence Wong at this year&rsquo s Budget. Amid a need to meet rising energy needs and lower carbon emissions, Wong notes that expanding access to clean energy was a &ldquo major national imperative&rdquo . While the country has already begun importing low-carbon electricity from the region, meeting a third of Singapore&rsquo s projected electricity demand, the Prime Minister pointed out that the country still requires domestic sources to &ldquo ensure greater energy resilience&rdquo . Nuclear was considered among the &ldquo inherently limited&rdquo options due to Singapore&rsquo s lack of natural resources and land, but nuclear power, which has been an established low-carbon energy source, was deemed unsuitable for Singapore in 2010. On Jan 15, Singapore&rsquo s Ministry of Trade (MTI) and the US Department of Energy signed a memorandum of understanding (MOU) to boost collaboration on civil nuclear issues. Under the MOU, both countries will work together on &ldquo energy security, [and] promote the development of zero-carbon baseload power in support of our climate goals,&rdquo according to the statement. Among the listcos, Keppel and Sembcorp Industries  U96  are major energy players.
A report commissioned by the Energy Market Authority (EMA) concluded in 2022 that nuclear energy could supply about 10% of Singapore&rsquo s energy needs by 2050.

Federal judge blocks Elon Musk&rsquo s DOGE access to critical Treasury payment system CNN  &mdash  
A federal judge, citing a risk of &ldquo irreparable harm,&rdquo has temporarily restricted Elon Musk&rsquo s government efficiency team from accessing a critical Treasury Department payment system. The judge&rsquo s order, issued early Saturday, temporarily halts access to a sensitive  payment system  that distributes Americans&rsquo tax returns, Social Security benefits, disability payments and federal employees&rsquo salaries. US District Judge Paul Engelmayer ordered the destruction of any downloaded information from the payment system by anyone given access to it since January 20, citing &ldquo the risk that the new policy presents of the disclosure of sensitive and confidential information and the heightened risk that the systems in question will be more vulnerable than before to hacking.&rdquo A hearing on the matter was set for February 14. The White House called Saturday&rsquo s order &ldquo judicial overreach.&rdquo &ldquo Grandstanding government efficiency speaks volumes about those who&rsquo d rather delay much-needed change with legal shenanigans than work with the Trump Administration of ridding the government of waste, fraud, and abuse,&rdquo White House spokesperson Harrison Fields told CNN in a statement. Engelmayer&rsquo s ruling was in response to a suit filed by New York Attorney General Letitia James and 18 other state attorneys general against the Trump administration. Trump and Musk have  upended the federal workforce  in their quest to shrink the government, sparking chaos, fear, anger &mdash and multiple lawsuits that have prompted judicial action. Musk also offered a defense of the access in a  social media post  Saturday, saying that DOGE and the Treasury Department &ldquo jointly agreed&rdquo to requirements involving government payments, including that &ldquo all outgoing government payments have a payment categorization code, which is necessary in order to pass financial audits.&rdquo &ldquo The above super obvious and necessary changes are being implemented by existing, long-time career government employees, not anyone from @DOGE. It is ridiculous that these changes didn&rsquo t exist already!&rdquo Musk added. Saturday&rsquo s order came on the heels of another court ruling temporarily blocking the administration&rsquo s attempts to dismantle the US Agency for International Development. And a federal judge  paused a Thursday deadline  for the administration&rsquo s so-called buyout offer to federal employees while more proceedings on the program&rsquo s legality played out. That followed earlier federal court rulings  halting  a sweeping federal spending freeze. The suit from the attorneys general alleges the team led by Musk and staffed by young associates categorized as &ldquo special government employees&rdquo have been unlawfully granted access to the Treasury system that previously was restricted to specific government employees. The effort by what the Trump administration calls the Department of Government Efficiency, or DOGE, is intended to cut government costs drastically but has sought access to critical computer systems, including the Treasury payment system, at the objection of others in the agencies, as  CNN previously reported. DOGE&rsquo s actions have ignited a tense political debate and emergency court proceedings over its access to the system and the administration&rsquo s potential interest in using it to turn off payments as it chooses. &ldquo The conduct of Doge members presents a unique security risk to the States and State residents whose data is held,&rdquo the lawsuit said. The payment system offers services for more than 250 federal agencies and is the conduit for an extraordinary swath of critical individual payments. It is central to the operations of the US government and the lives of millions of Americans. The administration&rsquo s efforts have drawn the wrath of Democratic senators as well as unions and protestors concerned about Musk&rsquo s incursion into the private data of US citizens. Musk and his DOGE team have sought to disrupt or gain access to a number of government nerve centers, including those responsible for the federal workforce, real estate portfolio, computer systems and records management. The Trump administration&rsquo s first moves to upend the federal government were felt most acutely at USAID, after the president  placed a freeze  on most foreign aid. In the separate court decision late Friday involving USAID, another  federal judge ordered the Trump administration to halt its plans  to put at least 2,200 employees at the agency on administrative leave and required the temporary reinstatement of 500 other workers who had been suspended.
