I believe HKSE have a higher standard and vetting process. Look at Sino Grandness, it tried so many years to get it's Garden Fresh listed in HKSE but was unsuccessful to date. And after Midas issues were exposed, HKSE issued a statement to delist Midas from its exchange with a clear timeline.
HKSE and most other renown exchanges know too well SGX contain too many toxic listings
