Keppel kena because they were caught with office Huston responsible for Brazil where as SMM did everything from Singapore with few key guys based in Brazil. SMM also lost heavily with the 6 drillships from Sete.

SMM' s agent in Brazil was also accused by one of the Petrobras directors of bribing, but to date so far he has been defending himself n saying that he was framed with forged signatures n so on. So far he has never said SMM authorized him to bribe or implicated SMM is any way. In fact he has applied for the case to be thrown out of court. The judge wanted him to admit guilt but he has refused. His trial has been postponed with no date given. The point is, having caught the WP' s treasurer already in the Petrobras bribery scandal(with Keppel doing the bribing), there is no need to carry on further n try to get SMM or even SMM' s agent. It' s just not needed anymore. Now for the americans to get SMM, they have don' t have what they had in the Keppel case. No admission that SMM was involved in bribery. No recorded phone conversations of SMM execs authorizing bribery. No american chinese SMM lawyer collecting evidence inside SMM to turn over to them.  In fact, Keppel was fined based on their profit from previous deals, NOT the Sete Brasil deal. SMM lost money on the Sete Brasil deal when it collapsed n took a heavy writedown(probably excessive).What is there to fine SMM on?  My contacts in offshore say that SMM has always been very careful never to bribe anyone, even when their competitors, mainly koreans, were offerering bribes right, left and centre. It' s a credit to SMM that they can still win world class projects without bribery. Thus IMO, SMM will probably not be liable to any fine such as was levied on Keppel. I think the chances of it happening r near zero.
