Reuters News -- UPDATE 1-Singapore proposes market reforms after penny-stock scandal * Proposes minimum share price * Independent listing and disciplinary committees * Follows penny stock scandal Singapore has proposed a major shake up of its stock mkt rules following a penny stock scandal which hit trading volumes on Southeast Asia's largest bourse that has recently struggled to attract big share listings like its rival in Hong Kong. Monetary Authority of Singapore (MAS) and Singapore Exchange Ltd (SGX) said on Friday they are consulting the market on a series of changes including minimum trading prices, new collateral rules, short-selling reporting, and the establishment of independent committees to vet listing applicants and impose regulatory sanctions. The Singapore Exchange is the sole operator of the city state's stock mkt but has found it difficult to increase trading volumes in the past few years and trails Hong Kong in league tables for big ticket new issues. In January, its average daily value of securities traded was S$1.07 billion, down 41% from the same level a year ago. The thin trading volumes have encouraged activity in " ultra penny stocks" , which trade for as little at S$0.001 and have become some of the most actively traded shares. Problems surfaced in the mkt in October when shares in three companies - Blumont Group Ltd , LionGold Corp and Asiasons Ltd - crashed and wiped out some S$8 billion ($6.31 billion) in value in just two days after huge run-ups in their share prices. Lee Chuan Teck, assistant managing director for capital markets at MAS said: " This consultation allows us to have a conversation with all stakeholders on how to make the market strong and more mature." The proposals include details on a minimum share trading price, with regulators looking at a minimum range of around S$0.10 and S$0.20. Through " share consolidation" that could take place during a transition period of at least a year. If that were introduced around 130 to 230 companies listed on SGX would struggle to meet it, but regulators said most would be able to comply. Companies that still did not meet the requirement would have to be delisted, although shareholders would still be able to exit their positions at an alternative trading facility. " Low-price securities are generally associated with high volatility, which in turn makes them more susceptible to speculation and potential market manipulation," MAS and SGX said. " Introducing a minimum trading price as a continuing listing requirement will help to address these risks." The Securities Investors Association of Singapore said the proposals would create a more orderly and transparent market. Penny stk scandal has also highlighted the practice of " contra trading" , a system only used in S'pore and M'sia where investors can trade shares without posting any collateral, blamed for creating excessive speculation. Regulators are proposing collateral requirements of at least 5% of a customers' open position and reducing the settlement period to two days. Just like delisting potiential counters can and or none profiting listed companies must show profit within three years.

This follows several days of losses due to fears of an emerging market sell off as the United States continues forward with its tapering program. Fears appear to be subsiding and markets may be adjusting. Singapore?s shares rose  ahead of the release of U.S. jobs data reports. STI was able to snap a five day losing streak and record  two successful days  gain, rising 28.8 points to settle at 2988.27 on  Thursday and on Friday, it  gain +24.87 point or +0.83% to above 3,000, hitting a high of STI 3019.12 points  before closing at 3013.14 points. The banking and commodities  sector showed particular strength with several banks recording strong gains.    Oil n gas svc and shipping sector, Reits and Property / Construction end mixed.

This expansion follows a slight contract (49.7) in Dec, 03, and dispelled worries that the Chinese New Year might have a negative impact on the manufacturing sector. Demand for electronics propelled the PMI into expansionary territory. Some analysts believe that protests in Thailand are sending customers to Singapore as the Thai economy has been disrupted. Economists are optimistic that the manufacturing sector will continue to expand in the months ahead.

x 0   x 0  Alert Admin	STI will attempt to climb back to the top created in May 2013 of 3450 points. After which it could be a break or resistance, either a breakout or double top formation. I can only see  3 scenarios that would bring the STI down  below 2,800 points.  1)Contagion of the EM currency fallout as experience in the 1997 Asian financial crisis. 2)China's shadow banking abruptly coming to a halt, causing a freeze in china's inter-bank credit, Leyman style defaults. Again contagion in play. 3)US and Japan's QE programme gone hay wire. None of the above 3 scenarios appears imminent, while they are definitely a case of concern for investors.
