Even if majority said NO, he will likely purposely not do anything, and instead have a vote later on in hopes most of those saying NO give up and leave. Also as you have pointed on, they can't do a burn because the treasury is kosong hahas. One way is to do a tax-burn, where coins are burn as a form of transactions fees.
