IN THE cities of Cebu and Mandaue, testing of employees to detect if they have the coronavirus is not mandatory. However, the two local government units encouraged companies to conduct coronavirus disease (Covid-19) testing on their employees to make sure their workplaces are safe. In Mandaue City, lawyer John Eddu Ibañez said businesses only need to get special business permits to operate once the enhanced community quarantine is lifted in the city. Meanwhile, the Lapu-Lapu City Government ?highly encourages rapid antibody testing for all its actual workforce for purposes of surveillance and monitoring,? according to the order issued by Mayor Junard Chan. For its part, the Cebu City Government urged workers to submit themselves to the rapid diagnostic test (RDT) initiated by the City. Though RDT is no longer a requirement under the guidelines of enhanced community quarantine (ECQ), Cebu City Hall spokesperson Rey Gealon said this is a way to prevent transmission in the workplace. ?Ang buot sa mayor nga malikay atong mga igsuon nga magtinakdanay sa panahon nga mubalik na sila?s ilang mga trabaho (The goal is to prevent residents from getting the virus at work and spreading it),? said Gealon in a press briefing on May 18. Tri-cities antibody testing Mandaue and Lapu-Lapu both have exceeded the target population for rapid antibody testing as the two cities continued taking blood samples from its residents over the weekend. The rapid testing in the cities of Cebu, Mandaue and Lapu-Lapu was extended for three days to achieve the target population. As of May 17, 2020, Mandaue City has 109.97 percent accomplishment rate Lapu-Lapu City has 102.70 percent while Cebu City is still at 35.38 percent since it resumes the blood extraction on May 18. Overall, the tri-cities are at 75.06 percent accomplishment rate. The rapid antibody test in the tri-cities was supposed to end on May 15, but due to low turnout in some areas, the Department of Health (DOH) recommended an extension. Of the 29,757 blood samples collected, 18,457 were screened for antibodies, while 372 blood samples or 1.9 percent are subject for swabbing, said Mary Jane Loreche, chief pathologist of DOH 7. Cebu City, according to Loreche, has until May 20 to reach the target population. To meet the target polulation, the cities have to test 10 percent of the total households in their respective jurisdiction. At the press briefing of Project Balik Buhay (PBB), Loreche certified that the test kits are approved by the Food and Drugs Administration. Though she can?t specify which test kits the three cities are using, the DOH let the three LGUs choose among four rapid test kit brands -- CTK, Biolidics, Vazyme and Innovita. The blood extraction on May 19 will be held in Barangays Talamban, Hipodromo, Kasambagan, Lahug, Talamban, Quiot, Punta Princesa, Guadalupe, Pardo Poblacion, Tinago and Ermita, according to the City Health Department (CHD) schedule. These test kits brand include the Novel Coronavirus (2019-NCOV) IgM/IgG Antibody Detection Kit of Nanjing Vazyme Medical Technology Co., Ltd 2019-nCoV Antibody Test of Innovita (Tangshan) Biological Technology Co., Ltd OnSite COVID-19 IgG/IgM Rapid Test of CTK Biotech and   Biolidics 2019-nCoV IgG/IgM Detection kit of Biolidics Limited. Nanjing Vazyme Medical Technology C., LTD and Innovita (Tangshan) Biological Technology Co., Ltd are based in China, Biolidics Ltd. is based in Singapore, and CTK Biotech is based in the United States. Dr. Mary Jean Loreche, chief pathologist of the Department of Health in Central Visayas (DOH-7), said these test kits have the highest specificity and sensitivity yields during their laboratory validation hence, their decision to use these kits in the community testing. &ldquo When I came on board for the technical working group for the community testing, the first thing that I said was: &lsquo I need   a test kit that I have faith [in].&rsquo If you will check in my 30 years of practice, I will not sacrifice results, quality versus something that I do not have faith in,&rdquo Loreche said. Loreche said all four kits are approved by the Food and Drug Administration (FDA). Although only the Research Institute for Tropical Medicine (RITM) in Metro Manila is the only center authorized to conduct a validation of the kits, Loreche said they conducted independent validation tests on the kits in order to determine which will be best used for the community testing   During the validation, Loreche said they tested samples from confirmed coronavirus disease (COVID-19) positive and negative patients in order to determine the specificity and sensitivity rating of the kits. The specificity rating refers to the capability of the kit to detect a &ldquo true positive&rdquo while the sensitivity refers to the accuracy in detecting &ldquo true negative&rdquo samples. Loreche said the sensitivity ratings for these kits are at least 96 percent while its specificity marks are at 99 percent, Loreche said. The specialist added that with these ratings, the four test kits show a very minimal margin of error in detecting the presence of infection. However, Loreche emphasized that results for the antibody test kits cannot be used as the main diagnostic tool for COVID-19. Those who will yield a positive result in the antibody-based test will still have to be verified through the polymerase chain reaction (PCR) test, which is considered as the gold standard in diagnosing COVID-19. As of May 17, the OPAV-initiated PBB has identified 372 persons who participated in the rapid mass community testing that will have to undergo swab testing for PCR test. This is only 1.9 percent of the total samples that have been collected and tested under the PBB. /bmjo |

These will be shared among 205 partner companies to screen their employees for the safe reopening of their businesses.   &ldquo On May 19 and 20, we are flying in two planeloads of PCR-swab testing equipment (including automated extractor machines), which were donated by our private sector donors. This is also our initiative on the support for expanding the RT-PCR tests on our government hospitals and selected private hospitals. Through the collaborative effort of the DOH (Department of Health), Red Cross Philippines, and Go Negosyo partners, we should be looking at 30,000 tests a day in 45 days, and hopefully within the next three months, we would attain 50,000 tests,&rdquo Concepcion said. &ldquo According to Cong. Janette Garin, who is our private sector chief implementer for Project ARK-PCR Initiative, the goal is to make swab testing price more affordable. That is why we partnered with some government hospitals that can offer it for less than ₱ 1,700 per PCR test. In this way, we will be able to make it more accessible to everyone,&rdquo he added. Both Garin and Concepcion agree that ordinary Filipinos must not pay a high price for RT-PCR testing. &ldquo The Go Negosyo donations are the best bang for the buck in the Philippines today. Project ARK-PCR initiative helps put up automated laboratories and/or converting manual laboratories to automated and modern and complete laboratory setups. The project makes the price of RT-PCR tests more reasonable,&rdquo said Garin. Accessibility, affordability, and the timely release of results within 24 hours are the expected output of the Project ARK PCR laboratories. Concepcion reiterated that economic activity should start and must be accompanied by aggressive mass testing using both antibody rapid tests and RT-PCR tests. &ldquo This is the key to avoiding another lockdown. That is what we, along with Deputy Chief Implementer of COVID-19 Response Vince Dizon, are focused on. These tests, used following the DOH protocols, will help create visibility.&rdquo &ldquo We strongly disagree that massive rapid testing of our employees is a waste of resources. The private sector is spending more than ₱ 500 million to ₱ 600 million on this, but continuous lockdown is going to cost us much more.
