When everything is legally complied with, the regulators themself have to find for loophole instead , in order to bring a case against the counter.  Playing with human greed is simple yet complex. Rally up complain, thrown down complain, no movement complain.  Everything is done for a reason. BB wants to make money, i want to make money, you want to make money. So perfect, nobody lose money where the money come from? eh ??
