TOKYO ? A minister in Myanmar?s parallel government and high-ranking leaders of three ethnic armed organizations held a news conference in Tokyo on Wednesday in a rare joint move on foreign soil intended to emphasize their unity against the military regime.
The participants included Zaw Wai Soe, the minister of education and health in the parallel National Unity Government Salai Thla Hei, general secretary of the Chin National Front Saw Nimrod, secretary of the foreign affairs department of the Karen National Union (KNU) and Luiz, secretary of the international and alliance relations committee of the Karenni National Progressive Party (KNPP). At the news conference, the NUG?s Zaw Wai Soe reiterated a common demand that the Myanmar military, which ousted the elected civilian government of Aung San Suu Kyi in February 2021, must agree not to be involved in national politics in future. Myanmar?s 2008 constitution assures the military?s political power by stipulating that a quarter of the members of both chambers be appointed by the military?s commander in chief. Democratically-elected members of parliament who were ousted in 2021, and now make up the NUG leadership, have said the constitution should be scrapped. The NUG declared armed resistance against the military after it cracked down on civilian protests. It has received weapons, training and safe zones from a number of armed ethnic groups in remote areas. The minister described a successful joint resistance operation last year known as Operation 1027. ?We now have 56 towns under our control,? he said. ?The more our chances of victory increase, the more brutal the military becomes.? In line with the joint statement issued on Jan. 31, a day ahead of the third anniversary of the military takeover, the resistance groups said they will produce a new constitution as well as a mechanism to hold the military accountable for crimes against civilians. ?There are over 3 million internally displaced persons,? said Salai Thla Hei. ?Basic human needs such as education and health care are not being met. We would like to request Japan?s cooperation.? The mission arrived in Tokyo on May 10 for a week, and the stay is being hosted by a non-governmental organization in Japan. They also met with members of parliament. KNU Chairman Saw Kwe Htoo Win and KNPP Chairman Khu Oo Reh were included in the delegation, but neither attended the news conference. The group requested the Japanese government to support international efforts to prevent the military regime from importing aviation fuel, to convince India not to transfer weapons to the regime, and to promote humanitarian aid via alternative channels other than through the regime. On Tuesday, Japan?s ministry of foreign affairs announced that Masahiro Komura, a vice minister for foreign affairs, met with the delegation but did not release any names. Komura was pictured meeting with the chairmen of KNU and KNPP, but it was not immediately clear if the NUG minister was also present. The delegation refused to provide further details. The groundbreaking visit highlights a gradual shift in Japan?s official stance on Myanmar. It has a relatively large number of companies and expatriates in the war-torn country, making it difficult to sever ties with the military regime. Things are nevertheless changing. ?There is a growing recognition both in the government and private sector that the situation has become a quagmire, and is unlikely to improve in the short term,?
