Even in 1993 and 1996 where Singtel issued its shares were not free. They were sold at a discount to Singaporeans.

If the current price drops below $4, it will attract new investors especially gen Z to own them. Oldies do not need to own them anymore, they have already made the money for 30 over years from Singtel
