Through a JV model, it can replicate its tried-and-tested developing market strategy . However, the new operator' s challenges in clude slowing organic mobile subscriber g rowth, ongoing price competition and corporate governance. Subject to a successful final round of a three-phase selection process, Viettel, reportedly being the only bidder to meet the March 18 proposal submission deadline, has been chosen by the government as the foreign partner for Myanmar' s fourth and final mobile operator, to be licensed by end-2016. The Vietnamese military-run operator will hold a 49% stake in a JV for the 15-year nationwide telecoms licence (NTL), where it will partner a government entity, Star High Public Company Limited (owned by Myanmar' s Ministry of Defence), and a domestic special purpose vehicle (SPV) formed by a group of 11 local companies and collectively called The Myanmar National Holding Public Limited. As part of the licence, the fourth operator will receive a spectrum allocation of 2x5MHz in the 900MHz band and 2x10MHz in the 2100MHz band, which the Post and Telecommunications Department has given a reference price of USD300mn for. Furthermore, the operator will be given the option of paying an extra 15% of its spectrum licence fee for an additional 2x5MHz in the 2100MHz band. The new operator will also be granted access to an existing telecom network and its related assets - of up to 1,000 towers and around 13,000km of fibre-optic network, which will support service coverage and quality while it rolls out its own network. |
