I think the chances of getting the licence is quite high if you comply with what they asked for because of the following
1 This incident did not result in any death.
2 Mining collapse is quite normal in the mining industry
3 Revoking the licence is not a matter to be taken lightly, the authority must consider many other factors
the huge investment already pump in, the workers welfare, the revenue the state will lose
In the worse case scenario if the company cannot get the licence, the company can do the following:
1 Tie-up with a reputable mining company to operate the mine
2 Sell off the mine
3 Use a proxy company to buy over and operate the mine
