The situation now is scare tactic tends to make price looking depressed when it should have risen but it didn' t, so weak retailers may be gone. Contrary to this can be a good sign to buy in close to CEO, can swing in when good news about to surface, means to say price like this is attractive to more shareholders once we have the exit news.
