It also can be a way to have good established shareholder to be in the company. This could also potentially providing the company more avenues of income and involvment in projects. The sky is the limit.  Hence on hindsight, with such rumors, it make sense why government link funds are interested in this company as it close up the loop where projects are in the end flow back to the government.  CEO - smart move smart move..
