I believe government banned private taxi in the past because they couldn' t regulate them efficiently (i.e. difficulty collecting income tax), far easiler if there was just one entity incharge. Nowadays PHVs are regulated by ride hailing providers via technology, I think government more than happy with the added tax revenue.

According to news and the latest Channel News Asia program, presently Alipay in SG is only for China tourists, FTs, PRs in SG. They have also said they are now considering launching it in SG for Singaporeans as well.   |

Nowadays, the key words in the news are: Alibaba, Alipay, Ant Financial, Grab: During Grab' s 5th anniversary celebration on 6 June, CEO and co-founder Anthony Tan announced a new street-hailing system in Jakarta, Indonesia.  Instead of pre-booking a vehicle, passengers can hail a GrabBike from the road first, then make a booking with the driver. Grab is also in talks to bring street-hailing to Singapore, but there is no timeline yet. The renewed partnership between Grab and Jack Ma will allow him to extend Alipay' s reach across the markets where Grab has a presence. This ties in with his plans to build a global reach for Alipay. Private arrangement is not cheating. Some taxis already doing that. Who&rsquo s to say PHV can only carry passengers who booked thru&rsquo the app? What about your own family members or friends or even someone you just knew whom you wanted to give a lift? Or neighbours or friends or your friends. Even if there is such a stoopid rule, it&rsquo s still very hard to prove. A lot of resources and time needed just for one simple case. And the penalty is ultimately to sack a PHV hirer who is also deemed as a paying customer.

I heard some PHVs already " beating around" the Grab/Uber system. Driver A ties up with passengers B, C and D etc, fetch them from home to office and office to home at fixed time and location every day. Totally avoided paying incentives to Grab/Uber and give passengers maybe 50cents or $1 discount.  Both drivers and passengers happy.... The Grab/Uber system is fundamentally flawed and suspectible to cheating.....I feel. Metered taxi system is difficult to cheat. The meters are checked by VICOM every 6 months, and even taxi drivers bypass the booking taxi comapnies only lose $0.50 per booking. But taxi drivers will not do that becasue booking itself cost $3.70, extra $3 for them. There is a reason why taximeter system is still running after 4 decades. |

Not all PHVs drivers can be taxi drivers, add the requirements are more stringent. Must be above 30 years old, must be Singaporean. Taxi drivers can drive PHVs but not the other way round...

Govt will change the rule, but against PHVs, I've already mentioned, which rule after 2013 is s supporting PHVs? You may wish to scroll down my thread. Just a repeat the rules. 1) decal pasting, 2) PDVL requirements, 3) road tax rebate for taxis, 4) the biggest hammer, auto filing of income tax, PHVs drivers CANNOT deduct expenses like parking ERP petrol depreciation, for tax relief. Taxi collect mainly cash, can under declare income, 5) zero growth of COE, CDG now got thousands of un hired taxis, this can be read as advantage as COE will surge, PHVs will be expensive. | ||||

I have read the debate from both sides. And you are right only if we assume the government bend the rules. Unless they allow Grab/Uber to take on street hire or queue at Taxi-Stands, PHV will never replace full-fledge taxis. Grab/Uber Drivers are still able to make a living thanks to the huge subsidies and sponsors deal. We also have to assume they will forever be there. Looking at a simplistic view, the fundamentals of business is, to consider the high costs of car ownership and relatively cheap taxi fares, it can be deduced that the margin for PHV is Low, or if it ever breaks even. What is cost of owning and maintaining a PHV in Singapore? Assuming Grab and Uber has more than 80% of it&rsquo s fleet on the roads, otherwise, who do you think will bear the costs/depreciation?
