Number 1 reason, in long term 10yrs time, Singapore yard just cannot compete with those in China 1) china got cheaper labour (25% of total cost), steel  (25% of total cost) 2) working temperature is good in China during autumn, winter, spring, whereas Singapore is hot humid summer all year round even South korea has a hard time vs china, because S.korea winter is too cold
