That' s the reason why the share price is so low due to the illegal dumping of the shares. Imagine a 3rd party accumulated the shares cheaply and becoming a major shareholder now can basically taking control of the company by continuing to accumulate more shares from open market as the current share price is still dirt cheap. There may be a bidding war among parties to get as much shares as possible to become the controlling shareholders.
