The document &ndash known as the Integrated Resorts (IR) Implementation Bill &ndash will now be submitted to the Diet, the country&rsquo s parliament, for voting. &ldquo We will promote tourism with visitors from all over the world spending days [at the casino resorts], while taking complete measures to address various concerns including gambling addiction,&rdquo Japanese Prime Minister Shinzo Abe (pictured) said in a government meeting on Friday, quoted by news agency Kyodo News. Earlier this month, it had been reported that the governing coalition &ndash the Liberal Democratic Party and its partner Komeito &ndash had  reached consensus  on all 11 key big-picture policy areas regarding creation of a casino industry, including an initial cap of three casino resorts nationwide. Kyodo News reported that Mr Abe&rsquo s government aimed for the IR Implementation Bill to pass the Diet during the ongoing session through June 20. The bill proposes a fixed tax rate of 30 percent on any casino gross gaming revenue (GGR) generated by that country&rsquo s proposed gaming resorts. It sets a JPY6,000 (US$55) casino entry fee for locals for 24-hour access, and limits casino visits by Japanese to three times a week and 10 times per month in aggregate. A statute making casino gambling legal in principle in Japan came officially into effect in December 2016. Investment bank Morgan Stanley  estimated in a report  earlier this month that Tokyo and Osaka together could account initially for two-thirds of the US$15-billion annual GGR that could be generated by a Japanese casino market in the early stages of market opening. On Wednesday, Fitch Ratings Inc said aggregate annual casino GGR  in Japan may not exceed US$6 billion &ldquo after taking into account regulations being considered by lawmakers&rdquo . Osaka governor Ichiro Matsui stated  earlier this week that a  casino resort could open  in the Japanese prefecture by 2023, if the country&rsquo s parliament is quick to approve the necessary legislation.

GENS is scheduled to announce its 1Q18 results after market close on May 10. &ldquo We estimate 1Q18 adjusted EBITDA was $297.6 million (up 5% y-o-y and up 17% q-o-q) on the back of higher FY17 average market share of 40% for both the VIP and mass markets,&rdquo says lead analyst Cezzane See in a flash note on Thursday. See notes that GENS has also continued to maintain its cost discipline, with average trade receivable impairment at close to $9.5 million per quarter. The report comes after GENS&rsquo s rival Marina Bay Sands (MBS) posted a 17% y-o-y decline in VIP rolling chip volumes for 1Q18.​ &ldquo Lower MBS VIP volumes could imply higher market share for GENS,&rdquo See says. According to See, GENS&rsquo s estimated market share improved to 42% in 4Q17, from an estimated average of close to 35% in 9M17 &ndash even as MBS saw VIP volumes falling. This was mainly attributed to GENS loosening its credit terms for VIPs. &ldquo 1Q18 was likely a repeat of the same trend,&rdquo See says. &ldquo A key focus during GENS&rsquo s results release will be its ability to improve market share and maintain EBITDA levels, providing investors comfort.&rdquo Further, GENS is also expected to provide updates on the timeline for Japan casinos, with the bill still being actively debated on in Japan. CIMB is keeping its &ldquo add&rdquo recommendation on GENS with an unchanged target price of $1.40, which is based on 11.5 times FY19F EV/EBITDA. As at 11.25am, shares of Genting Singapore are trading flat at $1.18, implying an estimated price-to-earnings ratio of 19.5 times and a dividend yield of 2.6% for FY19.
