They cannot even take care of them well.  Robotic technology if SUCCESSFUL, can cut cost and improve efficiency.  Only with superior manufacturing technology, then, SCM can trump the others. If UNSUCCESSFUL, it will be just a demo kit for the garhmen officer to verify that existance.
