What should not be allowed is price manipulation, whether long or short. I personally think there is a lot less price manipulation on large stocks than people say, especially shorting. You hear a lot more complaints about short selling price manipulation, but very few about long price manipulation. But one is not easier to do than the other. It just reflects most people are long, and people are not happy when they lose money.

So the 5 billions will only allow the market to  be energized for a short time, but once the 5 billions is used up aka wasted, market will go down again with the shortists dominating our market with dirt cheap rate for borrowing scripts.
