Seatrium has the competitive edge over COOEC for FPSO new built for Petrobras for 3 reasons. 25% local content if required. Easy for Seatrium to meet as they own the 2 biggest yards in Brazil (EJA and Keppel Fels Brasil) For a S$4 billion FPSO project, you need at least $500 million working capital +standby banking facility which very few yards including COOEC have. China yards are used to work as a sub-contractor rather than taking on mega projects as a main-con. Seatrium has about 70-80% global market share for FPSO topside integration while China yards are more adept at the lower value work of building the FPSO hull. They do not have enough experience in integration work and often face problems. |

The yard selection for the provision of two large floating production, storage and offloading vessels for the Petrobras-operated Atapu and Sepia pre-salt fields in Brazil&rsquo s Santos basin could encounter unexpected twists and turns. The result of the last-minute de-risking process casts uncertainty on the continued participation by much-touted Chinese yard Offshore Oil Engineering Company (COOEC), which submitted a bid for the P-84 FPSO, while Singapore&rsquo s Seatrium presented offers for both the P-84 and P-85 floaters. With the 2 largest yards in Brazil to meet local content requirement, there may be a chance of winning both FPSOs. $4billion a piece...let' s see.
