Saudi may want to tighten the noose , produce more to replace the loss of production from the USA side, and slowly strangle the USA shale oil to complete death. I bet the Saudi will say things like " We will produce more to cover the loss of other producers to ensure stable supply " etc... I think oil price will only shoot when there is decline in oil produced in the USA. Right now USA is still increasing  their production, this time the  rise in oil price  is  because the  increase of 1.9million barrel is less than the expected 2.3 million barrel.
