9:00 a.m. Myanmar?s military announces another unilateral ceasefire. A notice in a state-owned newspaper says, ?The Tatmadaw will further cease all military operations from 1 to 31 May 2021 across the nation.? The statement goes on to say that during the period ?concerted efforts should be made for restoring the enduring peace through negotiations.? It follows a similar statement on March 31 that said it would be effective through April 30. The military continues heavy airstrikes against ethnic armed groups, especially in Karen State in the east and Kachin State in the north. |

Myanmar junta launches fresh air raids in rebel territory APR 28, 2021 10:01 PM [BANGKOK] Myanmar's military launched air assaults for the second day in a row into rebel-held territory after gunfire was heard from neighbouring Thailand, a Thai official said Wednesday, as fighting escalates along the border. Myanmar has been in turmoil since the junta ousted civilian leader Aung San Suu Kyi in a February 1 coup, its power grab angering much of its population. The anti-junta movement has also garnered some support from some ethnic rebel groups, which controls territory along Myanmar's border regions. The Karen National Union (KNU), one of the most prominent, has been among the junta's most vocal opponents - blasting the junta for violence against anti-coup protesters.

5:00 p.m. Local media report that a bomb blast occurred in front of the police station in South Okkalapa township, Yangon, on Wednesday. At least several police are said to have been injured, and security forces have closed off roads as they investigate the area. 3:30 p.m. At least 15 Myanmar troops are killed on Wednesday in a battle between government forces and the Chinland Defense Force, an ethnic armed group in Chin state that borders India. The battle erupted two days after a local unit of the Myanmar military reportedly reached a ceasefire agreement with the Chinland Defense Force. The agreement was seen as a ploy to buy time for bringing in reinforcements from other parts of the country. Wednesday?s deaths are the latest in fighting in Chin state this week. Myanmar Now reports that government forces used rocket launchers and artillery in an attack on Tuesday. Casualties on the Chinland Defense Force side were not known. |

YANGON -- Myanmar' s junta has relaxed internet restrictions on selected business apps, signaling the return of an old censorship board that this time will control who can access what on their digital devices. Some telcos have enabled internet access to banking and business mobile applications. Consumers using service providers such as state-run MPT can now access Office 365 email and messaging applications run by Microsoft as well as local banking applications. The junta has also recently lifted the nightly internet blackout for fiber-to-the-home providers. " What we are seeing is essentially the re-establishment of the old censorship board, but for the internet space this time," said Oliver Spencer, legal adviser to digital rights group Free Expression Myanmar, referring to a body that inspected and censored news publications before being disbanded by President Thein Sein in 2012 as part of his political reforms. " It empowers the junta to control the internet, offering businesses, media and social platforms access only if they abide by military diktat.  
" For the banks and businesses, it' s short-term benefits and long-term costs." Spencer warned that the junta can " take down internet access of companies or banks at whim." Businesses have been feeling the heat from the regime, with tycoons, bank staffers and supermarket employees threatened or detained by the security forces in recent days. According to telecom industry representatives who asked for anonymity, the relaxation came upon instructions from the authorities, and reconnections began during the weekend. The decision indicates the junta might change its approach to regulating the internet. In recent years, the authorities could block individual websites now they are set up to allow access only to platforms they approve. The " whitelist" method, which opens connections only to specific IP addresses, is mainly designed to facilitate services necessary for banking operations. The list of approved apps has not been made public. Since the coup on Feb. 1, the regime has, at various points, imposed total blackouts and a nightly internet ban, blocked mobile and wireless services, and censored social media platforms and websites. Going dark has severely hurt businesses and helped push the economy toward collapse, with service providers who rely on digital platforms paralyzed and local banks struggling to carry out digital transactions. Investors have repeatedly complained. On March 19, all foreign chambers of commerce representing Western businesses, except the British and Australian chambers, jointly condemned the military' s atrocities and repeated their calls for unrestricted information access and a free flow of information. The Australian and British chambers joined the chorus on March 30. The move reflects that the junta is " at least listening to their own people," said a senior internet service industry source, referring to local banks and big businesses disrupted by the internet restrictions. Selectively allowing business apps to operate is intended to minimize the impact on commerce while allowing the junta to retain a firm grip on communications and information access. The move could ease pressure on the junta to resume internet services, the source added, calling it " the Chinese and North Korean way" of regulating cyberspace. " Are they trying to build a ' Walled Garden of the Internet?' " the source wondered. Said Vicky Bowman, Myanmar Centre for Responsible Business director: " Obviously telecom operators want users to have full internet access, and not just to a limited number of apps, otherwise the Myanmar people are denied their rights. I would expect the companies with a commitment to respect for human rights to continue to press the government for a lifting of all restrictions." |

Fighting Resumes in Chin State After Talks with Myanmar Military Fail
The Irrawaddy Fighting resumed in Mindat in Chin State at 6 pm on Tuesday, after a few hours? peace following moves by junta forces to hold negotiations with the town?s civilian defense force. Clashes have been taking place in Mindat since April 24 but have intensified since Monday. On Tuesday morning, three soldiers were killed by civilian fighters. At least 16 junta soldiers have been killed by Tuesday morning after resistance fighters attacked reinforcements on their way to the mountainous town. ?Firing has resumed in the town,? said a Mandate resident on Tuesday evening. ?I just got back home from the town center. It means the negotiations have failed. I think the fighting will intensify tonight,? he said. The junta forces told community leaders that their troops must be allowed to enter the town while residents insisted on the release of detainees. Fighting erupted in Mindat on April 24 after the police refused to release six anti-regime protesters. Residents said they have used traditional firearms to defend themselves after the military shot first. The Irrawaddy could not yet independently confirm why the negotiations failed. A resident said young activists have refused to believe a town ?elder?, U Shwe Naing, who took part in the negotiations. |

ASEAN leaders inviting him to the talks because he is the one calling the shots in Myanmar now, and his people are the ones causing the unrest and violence. Can they invite Aung to the talks when she is being held? No right? But they are not " unofficially" declaring him as the leader by doing so. They don' t have much of a choice on who to invite. Their aim is to hope that the situation can be peacefully reversed and ultimately the restoration of democracy. So I don' t really agree that ASEAN is unofficially declaring him to be the Myanmar leader though He attend, but I believe it is not done in sincerity. As what Sam said is to show everyone that he is the one " in charge" and that he holds the power in Myanmar. And he will not give up this power. But he may find ways to end the unrest which may seem unethical but at least keep the country pacified. Maybe place Aung under house arrest again, restrict her movements etc. Just a repeat what have already been done in the past. Let the people think that they have democracy when they are actually the ones behind the scenes monitoring and controlling, and stepping in again when " things get out of hand" I think this will eventually die down, but there is still a very long way to go before democracy My personal thoughts on this   |
