Telcos and content providers are taking their fight against platform providers to regulators in India and Australia. It's not clear whether there is a valid case but if telcos can get a slice of platform providers revenue, it will turn the dynamics of telco industry. I still feel 5G industrial / commercial use cases offer better chance of monetising from enterprises.
--- From The Ken --- There are no permanent foes in politics?and telecom Pratap Between 2019 and 2020, Vodafone Idea (VI) and Bharti Airtel launched new mobile plans?RedX and Platinum, respectively?for premium postpaid customers. The lure was faster speeds and a bouquet of special services. It was an attempt to solidify their hold on subscribers who contribute to the higher average revenue per user (ARPU) metric. Remember, postpaid subscribers only comprise 5 to 7% of the total subscriber base in India, but give 2.5X ARPU of prepaid users. Jio, having the least number of postpaid subscribers, got insecure. It filed a complaint with the Telecom Regulatory Authority of India (TRAI) chairman. The Economic Times reported on 16 July: Jio has told Sharma (TRAI chairman) that ?no operator on a wireless network can give a guarantee to any customer for a minimum speed as bandwidth is shared in a 4G scenario. Accordingly, Jio said any move on a telco?s part to offer priority access to one set of customers would undoubtedly deteriorate the quality of services available to another set of customers, making such an offering discriminatory for consumers. The telco was emphatic: ??it (Jio) has never endeavoured to provide priority access, neither at (the) application end in compliance with Net Neutrality requirements, nor at the customer end, in view of non-discriminatory access, irrespective of ARPU.? TRAI stopped Airtel and VI from enrolling subscribers for the new plan, till its detailed review was over. VI went to Telecom Disputes Settlement and Appellate Tribunal (TDSAT). Both telcos eventually had to go back on their plans. Airtel withdrew it. VI modified the plan and messaging and relaunched it. If TRAI allowed differential speeds in wireless networks?a practice that already exists in wired broadband where data speeds vary with tariff plans?this could have given additional opportunity for debt-laden telcos to make a few more bucks. It is not clearly understood how this would have impacted non-premium subscribers. Cut to February 2021. A telco lobby group, the Cellular Operators Association of India (COAI), representing Bharti Airtel, VI, and Reliance Jio, has shot a letter to telecom secretary Anshu Prakash, that will potentially restart the conversation of ?traffic management practices?. Or more broadly, around net neutrality, as telcos move to launch 5G later this year or by 2022. It's not clear what prompted COAI. In its letter, it has asked the government to either govern over-the-top (OTT) players such as Google, Facebook, etc. which offer communications applications or reduce regulatory burden on telcos. For the record, telcos in India continue to pay licence and spectrum usage fees (almost 11% of their adjusted gross revenue), even after buying spectrum in auction at steep prices. ?Telcos in European countries and the US also buy spectrum through auctions but pay meagre or no other fee for offering services using that spectrum,? says Mahesh Uppal, director, ComFirst, a telecom advisory firm. ?This is an anomaly that is at the root of conflicts arising in the Indian telecom sector,? Uppal said to The Ken. In its letter, COAI said, as reported in BloombergQuint on 16 February, "Till the time any decision is taken regarding licensing of OTT communication providers, the un-equitability between telecom service providers and OTTs should not be increased further in any manner. Therefore, till such time, no new licensing conditions, including that of traffic management practices for net neutrality etc., should be imposed on TSPs.? The letter was written keeping 5G in mind, say executives with COAI and Bharti. In 5G, network slicing will be a norm. Slicing is a way through which one set of customers in a residential or commercial campus can be offered a network with higher speeds, security and reliability. The nature of technology will blur the lines of net neutrality principles. Slicing comes with its own set of complexities, compliance cost, for example. But wait. COAI includes Jio, which was against violation of net neutrality. ?This was a unanimous decision by all three telco,? says a COAI executive. Now Jio, Bharti and VI are positioning themselves as ready to roll out 5G. In telecom, telcos fight on commercials, not with policy related matters. There is no permanent rivalry. |
