Currently GS has a net cash position of $3.26bil. After deducting 0.68bil , now the cash position is $2.58bil. They need to provide a surety to the Singapore government so they have to raise $4.5bil to serve as a commitment to the Singapore government before the government is willing to extend their licence to 2030 and honour their agreement of no 3rd licence issued.( i.e put $4.5bil into the government bank account before they renewed the licence). How are they going to raise the fund ? They need to keep at least 0.5bil as operating cash flow. And if GS use the cash , definitely the dividend will be affected . Well, they may give a little as a token of appreciation but will the market like it ? And if it?s a right issue , the share price will tank. The Hyflux saga Gs now dampened the Singapore bond market so ideally it?s not good to raise from the bond market . The gaming industry is so competitive in Asia right now so with the risk , bond might not reap the dividend for GS as the demand might be tough and runners will ask for a larger fee to help distribute the bonds . Furthermore credit agencies have now downgraded the bond market in Singapore. I believe high chance of a rights issue .
