Think DBS has also lowered TP of $1.02 to reflect the higher OPEX as part of the DARE+ transformation of which costs have been deferred to FY23. Starhub has a min dividend payout of 5.5c or 80% payout ratio, whichever is higher, of which it has a dividend yield of c.6% at 13x PE. Singtel trades at 21x PE and 3.6% dividend yield. From an EV/EBITDA multiple, Starhub is also 2 standard deviations below its historical mean. Potential value play or value trap?

The problem is... what is the upside that one would be buying for as it is quite limited until they prove the market wrong.
