It' s all designed to hook the retail investors who rush in to buy on the first day while BBs sell at high and laugh all the way to the bank. And the retailers hold the shares and see the price keep dropping after that. Don' t bother to invest in SG IPO. Wait till it hits it' s bottom then analyse whether it' s worth buying then.
