You can sell now (actually you could  already start to sell your entitled part three days ago, if you accepted). One thing: excess share are not your bonus share, you got it bcoz you invested, hold  and suffered huge loss! Don' t help " them" to kill yourself!

Can buy only after new shares from rights are traded to gauge how people esp those who got plenty of excess, throw at the market. I think anything below 12 can buy and anything above 16 can sell.
