If I am not wrong, can apply using ATM machines of our local banks e.g. DBS/POSB. As for CDP, once you login, you should see the Overview page. Just below your CDP account number (the first line), there is a Menu scrollbar, with the 'Overview' highlighted. Scroll to the right and you will see an option called 'Rights Shares Subscriptions'. I think that should be where you subscribe for the relevant rights.
