Myanmar?s military government is allowing selected civilians to carry weapons, expanding its public mobilization beyond the draft as the fighting in its civil war edges closer to urban areas. The government in mid-August reportedly established state- and district-level security groups, with certain members to be armed under the oversight of a central committee. At a rally in Mandalay last week, military government leader Min Aung Hlaing said that ?regarding public security, a security system must be implemented and exercised with the involvement of the people,? likely in reference to this move. Speaking to the BBC?s Burmese-language edition, military spokesman Zaw Min Tun acknowledged the creation of the security groups and explained that they will consist mainly of men above the conscription age limit of 35, a portion of whom will be given firearms. These groups will operate mainly in urban areas, he said. Although pro-government militias outside the formal structure of the military have existed for some time, the government?s move to organize and arm civilians marks a new phase in its mobilization efforts, following the February activation of the draft for men aged 18 to 35. A likely major factor behind the decision was the capture in late July of a military command base in Lashio in the northeastern state of Shan by the Myanmar National Democratic Alliance Army (MNDAA) ? the first seizure of one of the military?s 14 regional headquarters. Last October, three ethnic armed groups in Shan, including the MNDAA, announced a coordinated offensive to topple the military government. Another of these groups, the Ta?ang National Liberation Army, has expanded the territory under its control to near Mandalay, and said last week that it would establish an interim government next year to administer the areas under its control. As the fighting moves closer to major cities, ethnic armed groups are coordinating with local People?s Defense Force groups. The government lacks enough personnel to handle the PDFs and numerous guerrilla groups with the military and police alone. The turmoil near Mandalay, Myanmar?s second-largest city, is starting to affect business. Singapore?s Sembcorp Industries shut down a large gas-fired power plant for about 10 days in August for security reasons, exacerbating electricity shortages in Yangon, and the joint venture that operates Mandalay International Airport has evacuated Japanese employees to a different hub. The military government worries about the potential diplomatic repercussions if Chinese businesses are affected. News emerged in August that anti-government forces had taken over one of Myanmar?s largest nickel mines, operated by a Chinese company. The government is relying more heavily on China?s backing for security as well as to bolster confidence in the regime. In mid-August, Chinese Foreign Minister Wang Yi met separately with Min Aung Hlaing and Than Shwe, the longtime leader of Myanmar?s last military government, both of whom asked for Beijing?s continued support. Wang later discussed the Myanmar issue with foreign ministers from Thailand and other nearby countries, United Nations special envoy for Myanmar Julie Bishop, and U.S. national security adviser Jake Sullivan. Last week, China held live-fire land and air military exercises on its side of its border with Myanmar, aiming to curb unrest on the other side. But the offensive by anti-government forces shows no sign of letting up, raising questions about the general election slated for 2025 and a census to be taken this October in preparation for it.
